Job description


SAIC is seeking a Cloud Engineer SME to support an IT Service Management effort for USTRANSCOM. This role is part of the USTC Managed Information Technology Services (MITS) contract, designed to provide strategic, technical, and program management guidance to facilitate the operations and modernization of the combatant command's infrastructure, systems, and applications. Support will be provided to the USTC Command, Control, Communications & Cyber Systems Directorate (TCJ6).
Key Responsibilities:
  • Provide hands-on development and implementation of commercial cloud solution architectures, focusing on security, scalability, and resiliency.
  • Plan, design, and manage the migration, re-platforming, integration, implementation, and operation of complex cloud IL5/IL6 environments, enabling managed shared services within the Joint Warfighting Cloud Capability (JWCC) Environment and/or on-premises enclaves.
  • Communicate, define, administer, and implement various security processes to assist with platform transformation.
  • Ensure commercial cloud service offerings (CSOs) adhere to DoD Cloud Computing policies and guidelines.
  • Provide detailed information for hardware and software selection, cloud service provider selection, implementation techniques, application data migration techniques, and tools to meet business needs efficiently, including present and future capacity requirements.
  • Develop and conduct testing of cloud and virtualization systems.
  • Maintain technical expertise relevant to industry standards in cloud computing and virtualization technologies such as cloud service provider architecture, design, configuration, deployment models (public, community, private, hybrid), and service delivery models (IaaS, PaaS, SaaS).
  • Evaluate and report on new cloud and virtualization technologies to enhance the capabilities of cloud-based and virtualized services.
  • Perform systems engineering activities including Concept of Operations formulation, requirements definition, analysis and engineering, system architecting, system analysis and design, interface and data architectures, validation and verification, system integration, system operational performance analysis, lifecycle cost analysis estimation, decision analysis, and physical configuration analysis (PCA).
  • Conduct functional analysis, timeline analysis, detailed trade studies, requirements allocation, and interface definition studies to translate customer requirements into hardware and software specifications.
  • Participate with senior managers to establish strategic plans and objectives.
  • Provide recommendations and make decisions on administrative or project work matters to ensure effective achievement of program, project, or organizational objectives.
  • Act as the organization's spokesperson on advanced projects and/or programs. Advise management and customers on advanced technical research studies and applications.
  • Provide after-hours and weekend support during planned or emergency events as required.

Qualifications
Required Qualifications:
  • 9 years or more of relevant experience.
  • Ability to obtain and maintain a Secret clearance.
  • AWS Cloud Engineer Certification.
  • At least one of the following IAT Level II certifications: Security+, CECCNA-Security, CySA+ **, GICSP, GSEC, CND, SSCP.
  • Computing Environment (CE) certification or certificate for the technical area of responsibility for Cloud or virtualization (e.g., Azure, AWS, Oracle, IBM), with a preference for Azure.
  • Proficient in designing, building, and managing cloud-based applications and services using Amazon Web Services (AWS).
  • Familiarity and experience with AWS service offerings in AWS GovCloud.
  • Experience in interacting with clients, providing cloud support, and making recommendations based on client needs.
  • Proficient knowledge of Redhat Enterprise Linux operating system and command line administration.
  • In-depth understanding of and experience with AWS, networking, VPC, and Transit Gateway.
  • Powershell/bash scripting experience to create and integrate automation/scripts.
  • Proficiency in JSON/YAML.
  • Understanding of Active Directory forests, Group Policies, STIGs, and other enclave domain components.
  • Experience preparing technical documentation.
  • Configuration and change management experience working directly with/for a government customer.
  • Knowledge of an IT Service Management (ITSM) tool suite.

Desired Qualifications:
  • MA/MS degree.
  • Fifteen (15) or more years of relevant experience.
  • Active Secret clearance.
  • Experience with Zero Trust Architectures.
  • Experience with AWS Workspaces or deploying VDI solutions to AWS Cloud.
  • Fluency in multiple scripting languages.
  • Experience with AWS monitoring and alerting tools such as CloudTrail and CloudWatch.
  • Familiarity with tools like Git, YAML, and AWS security capabilities (WAF, GuardDuty, Security Groups, IAM).
  • In-depth understanding of AWS, networking, VPNs, IaaS, PaaS, SQL, and storage.
  • Demonstrated knowledge in creating and executing CI/CD pipelines.
  • Experience with deployment orchestration, automation, and security configuration management (e.g., CloudFormation, Terraform).
  • ITIL V4 Foundations Certification.
