Join a nationally significant recovery effort advancing a resilient, healthy Maui community. This role supports postโ€‘disaster rebuilding by aligning water, reuse, wastewater, stormwater, watershed, and cultural and historic resource outcomes under a unified One Water approach. You will serve as part of a multidisciplinary team, translating complex recovery challenges into actionable strategies through effective facilitation, engagement, and crossโ€‘agency coordination that directly supports community rebuilding and longโ€‘term sustainability.

Working alongside County leadership and partners, you will help advance standardized recovery operations, governance, and engagement practices that promote transparency, informed decisionโ€‘making, and delivery of resilient infrastructure. This work supports Mauiโ€™s longโ€‘term recovery and climate resilience goals while ensuring that rebuilding efforts strengthen essential systems and community outcomes.

Job Summary

The Program Management role will provide seniorโ€‘level leadership and strategic direction towards the successful strategy, planning, and execution of programs. The role will lead and deliver largeโ€‘scale programs, oversee the Program Steering Committee, and provide seniorโ€‘level oversight of operations, ensuring that deliverables meet quality standards and the program meets intended outcomes. The role sets program controls, monitors performance, and addresses deviations. Strong stakeholder engagement will be crucial, as this role collaborates with a diverse range of executiveโ€‘level internal and external stakeholders to foster program success. Additionally, the role leads program governance, risk management, and change management efforts to ensure successful outcomes and continuous improvement.

Responsibilities
  • Responsible for managing the most complex, highโ€‘profile, largeโ€‘scale programs and projects (estimated total capital investment size over $500โ€ฏM).
  • Define the program leadership vision and strategy, directing the program towards the companyโ€™s strategic goals.
  • Make critical decisions impacting program strategy and operations, balancing risk and opportunity.
  • Lead large program team and various functions, manage program resources, and develop strategy and roadmap for achieving program objectives.
  • Support the development of team members, especially as it relates to delivery excellence, exceptional client service, and accountability.
  • Lead decisionโ€‘making guidance, roles, responsibilities, and processes to ensure that the program is managed effectively and in alignment with organizational policies.
  • Recommend the best solutions to meet client needs and objectives.
  • Implement financial controls, schedule management, risk management, quality assurance, and performance measurement.
  • Lead change management in identifying deviations from the plan, implementing corrective actions, and ensuring program alignment.
  • Monitor program performance to determine efficiency and areas for improvement.
  • Engage senior leaders and key program stakeholders such as government leaders and public officials.
  • Remain flexible to adapt and execute additional assignments based on evolving needs.
  • Ensure execution integrity across the program and provide technical integration and continuity for internal and external leadership.

Salary Range: The anticipated starting pay range for this position is based on the employeeโ€™s primary work location and may be more or less depending upon skills, experience, and education. These ranges may be modified in the future.

Location B: $175,000 - $262,000
