Job description

The Position The Water and Engineering Technology department is seeking a Senior Engineer - Conveyance Engineering. This position manages the development and implementation of complex sanitary sewer and water resource capital improvement projects for the Conveyance Systems Department. Serves as a technical resource for integrated water resources issues affecting the District.

Plans, develops, designs, and administers sanitary sewer expansion, upgrade, and rehabilitation projects. The Senior Engineer - Conveyance Engineering posting will remain open until filled. The first review of applications will begin September 1, 2025.

Essential Functions (The essential functions listed below are not intended to reflect all duties that may be assigned to this classification. The District may augment duties and/or essential functions at its discretion. Additionally, some incumbents may not perform all Essential Functions.) Manages the development of complex engineering projects

Develops schedules, prepares budget and scopes project. Approves changes to construction contract provision including changes to scope of work, extensions/accelerations of schedules, and changes in methodology, equipment, or control processes. Serves as Engineer of Record on District's Capital Improvement Projects and Local improvement Districts.

Reviews and stamps plans. Serves as a technical resource for integrated water resource issues affecting the District Negotiations and resolves significant and controversial issues. Manages system modeling, planning projects, design, and implementation of the District's sanitary and surface water management capital improvement projects.

Serves as engineering liaison with other District divisions, departments, and outside agencies. Oversees and/or supervises selection and management of engineering consultant contractors. Coordinates work with project stakeholders, government agencies, other District divisions, contractors, and consultants.

Manages the development and implementation of large-scale planning and modeling efforts. Oversees, organizes, assigns, and reviews staff's work. Develops performance standards.

Prepares performance evaluations. Provides coaching and prepares development plans. Assures compliance with District safety practices and procedures.

Qualifications KNOWLEDGE OF: Civil and sanitary water resource engineering design theory, principles, and practices and their application to a wide variety of conveyance system, collection system, surface water enhancement or treatment facility construction Conveyance engineering materials, equipment and methods used in the construction, repair, and maintenance of surface water, conveyance systems and wastewater collection systems or surface water treatment facilities Advanced principles and practices of project development, scheduling, and management Principles and practices of budget preparation and administration Pertinent Federal, State and local laws, codes, and regulations concerning permits, construction, contracting, and environmental protection SKILL IN: Managing and coordinating the work of professional and technical personnel Preparing, reviewing, evaluating engineering studies and designs Estimating engineering and construction costs Preparing bid specifications Negotiating and administering contracts Preparing and administering large and complex budgets Preparing clear and concise administrative and financial reports Analyzing problems, identifying alternative solutions, projecting consequences of proposed actions and implementing recommendations in support of goals Researching, analyzing, and evaluating new service delivery methods, procedures and techniques Interpreting and applying pertinent Federal, State, and local policies, procedures, laws and regulations Use of computers and computer software including word processing, spreadsheets, CAD design, hydraulic and hydraulic modeling, and databases ABILITY TO: Simultaneously design, develop, and manage multiple large and complex engineering projects to completion within scheduled deadlines and allocated budgets Understand and interpret specifications, maps, plans, and reports pertaining to design and construction projects Interpret and apply pertinent policies, procedures, laws, regulations, and permits Establish and maintain effective working relationships with those contacted in the course of work including a variety of District and other government officials, contractors, community groups, and the general public Operate effectively in a team environment, communicate clearly and concisely, both orally and in writing EXPERIENCE AND TRAINING GUIDELINES: Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the KSAs would be: 3+ years of project management experience including leadership roles and/or staff supervision experience; 5+ years of experience in public involvement and permitting; 5+ years of experience in design and/or construction of major sanitary capital projects including conveyance systems or sanitary sewer rehabilitation programs; Customarily candidates will possess a Bachelor's degree in civil, sanitary, or environmental engineering, water resources engineering, or a related field. CERTIFICATION AND LICENSURE: Candidates must possess current registration as a Professional Engineer in the State of Oregon at time of application or possess current registration as a Professional Engineer in another state and ability to obtain registration in the State of Oregon within six months of hire.
