PURPOSE:
Under the general direction of the Associate Vice President of Community and Belonging, the Civil Rights and Title IX Director provides leadership and direction for the CSU Monterey Bay Office of Civil Rights and Title IX. The Director is a hands-on administrator responsible for developing, implementing, monitoring, and coordinating the campus' Civil Rights/Title IX program. The University's Civil Rights and Title IX Director is responsible for university compliance with Title IX of the Education Amendments of the 1972 Civil Rights Act, the Violence Against Women Act (VAWA), Title VI of the Civil Rights Act of 1964, Clery, and CSU systemwide and University policies prohibiting discrimination, harassment, and retaliation.
Consistent with CSU Chancellor's Office expectations for Civil Rights and Title IX leadership, this position requires a regular and visible on-campus presence. The Director conducts sensitive intake and case-related meetings, responds to time-sensitive matters, coordinates with campus partners and law enforcement, provides training and outreach, and maintains trust across the campus community.

Demonstrated ability to exercise independent and mature judgment, maintain objectivity, and safeguard confidential and sensitive information. Ability to develop, lead, and effectively facilitate training programs; maintain a sense of urgency in approaching responsibilities and consult appropriately with supervisor and other campus leadership when appropriate; and foster positive relationships with diverse constituencies.
Knowledge of principles, laws and regulations related to Civil Rights and non-discrimination. Demonstrated knowledge of and ability to interpret Title IX as well as related federal, state, and local equal opportunity and non-discrimination laws and regulations.
Demonstrated ability to conduct investigations of complaints alleging discrimination, harassment, sexual harassment (including sexual violence, dating/domestic violence, and stalking) and/or retaliation, to include interviewing parties, making credibility assessments, drawing conclusions, and preparing detailed written reports. Sensitivity to and thorough understanding of the impact of trauma on individuals and the impacts on process access and cognitive ability; demonstrated knowledge of trauma-informed practices in Title IX/civil rights processes, including investigations and hearings.
MINIMUM QUALIFICATIONS:
A master's degree in social work, psychology, higher education administration or related field from an accredited university. Minimum of five years of progressively responsible supervisory or management experience, preferably in a large public or private organization or institution of higher education, with responsibility for compliance with laws, regulations and guidelines in a comprehensive employment practices and/or affirmative action program.
PREFERRED QUALIFICATIONS:
Technical fluency with Oracle/PeopleSoft, CSU Common Management System or equivalent student information system; Microsoft Office Professional Suite, and Google mail and calendaring programs.
Juris Doctorate strongly preferred; significant experience conducting investigations of complaints either alleging discrimination, harassment or sexual violence, including interviewing witnesses, making credibility assessments, drawing conclusions and preparing detailed, written reports.
