Job Description
SuperbTech is seeking an experienced Civil Planning Manager to lead long-range water system planning and the day-to-day functions of the Planning Department. Reporting to the Director of Engineering, this position is responsible for water system master planning, Capital Improvement Program development, hydraulic modeling, GIS, asset management, preliminary engineering, regulatory support, and special projects involving water production, treatment, storage, transmission, and distribution infrastructure.
The ideal candidate will bring extensive water utility planning experience and understand how master planning, hydraulic modeling, asset management, preliminary design, capital planning, and General Rate Case activities work together to support long-term infrastructure investment.
 
Responsibilities
  • Lead the preparation, review, and updating of long-range water system master plans.
  • Evaluate existing water system conditions, future population growth, water demand, water quality, infrastructure condition, and system capacity.
  • Identify current and future infrastructure needs involving pipelines, reservoirs, pump stations, booster stations, and related water facilities.
  • Develop the Capital Improvement Program for water system maintenance, rehabilitation, replacement, and expansion.
  • Prepare annual capital budgets and establish project priorities, timing, sequencing, preliminary costs, and technical justification.
  • Perform long-range water infrastructure planning, including water-demand forecasting and population-growth projections.
  • Lead and oversee hydraulic modeling used to evaluate pipeline sizing, system capacity, pressure, flow, system connections, future development, and infrastructure improvements.
  • Translate hydraulic modeling results into practical infrastructure recommendations and capital projects.
  • Manage the development, maintenance, and application of GIS and water infrastructure asset information.
  • Evaluate asset condition, remaining useful life, infrastructure risk, rehabilitation requirements, replacement priorities, and future infrastructure needs.
  • Integrate GIS, hydraulic modeling, asset management, and system-condition data into master planning and Capital Improvement Program development.
  • Perform and oversee preliminary civil and water infrastructure engineering.
  • Evaluate pipeline sizes and routes, proposed connections, elevations, site constraints, reservoir requirements, pump and booster station needs, and preliminary facility layouts.
  • Develop conceptual plans and determine the technical feasibility of proposed water infrastructure improvements.
  • Prepare feasibility studies, technical reports, engineering analyses, conceptual plans, cost estimates, schedules, and project justifications.
  • Prepare, review, and finalize documentation for the California Public Utilities Commission (CPUC), including General Rate Case filings, advice letters, written testimony, exhibits, project justifications, cost estimates, and supporting technical documentation.
  • Connect master-plan recommendations and Capital Improvement Program projects to General Rate Case filings.
  • Support regulatory review and negotiations by responding to technical questions and demonstrating the need for proposed capital investments.
  • Assess and report on key performance indicators and the condition of water system assets.
  • Evaluate infrastructure risks and recommend immediate and long-term actions to mitigate those risks.
  • Manage and coordinate engineering consultants performing planning, modeling, and technical studies.
  • Develop project timelines and track progress to ensure planning activities and deliverables are completed on schedule.
  • Coordinate with and make presentations to local and state public agencies.
  • Manage, supervise, train, mentor, and evaluate Planning Department personnel, including three direct GIS reports.
  • Collaborate with Engineering, Operations, Finance, and other departments to support infrastructure planning and implementation.
  • Perform other related duties and special projects as required.

Requirements
  • Bachelor's degree in Civil Engineering from an accredited college or university.
  • Minimum of 10 years of progressively responsible engineering and water system planning experience.
  • Current California Professional Engineer (P.E.) license.
  • Extensive professional experience in the water industry and water infrastructure planning.
  • Demonstrated experience preparing and updating water system master plans.
  • Experience with long-range water infrastructure planning and Capital Improvement Program development.
  • Hands-on professional experience with hydraulic modeling and applying modeling results to infrastructure planning decisions.
  • Experience with GIS and water infrastructure asset management.
  • Experience performing asset-condition assessments and establishing rehabilitation and replacement priorities.
  • Experience developing and prioritizing water infrastructure capital projects.
  • Experience with preliminary civil engineering and preliminary water system design.
  • Experience with water-demand forecasting and population-growth projections.
  • Experience evaluating pipeline capacity and sizing, reservoirs, pump stations, booster stations, and related water infrastructure.
  • Experience developing conceptual project scopes, preliminary cost estimates, schedules, and technical project justifications.
  • General Rate Case experience, including preparing or supporting written testimony and technical justification for capital infrastructure projects.
  • Experience supporting regulatory review of water infrastructure investments.
  • Demonstrated experience supervising, developing, and managing technical personnel.
  • Strong knowledge of engineering principles, strategic planning, infrastructure risk assessment, prioritization, applicable codes, regulations, standards, and laws.
  • Strong analytical, organizational, technical writing, communication, and project-management skills.
  • Ability to prepare accurate engineering calculations, analyses, reports, plans, cost estimates, and regulatory documentation.
  • Proficiency with computer modeling, engineering design, GIS, and related technical software.
  • Valid California driver's license and acceptable driving record.
 
Preferred Qualifications
  • Experience with a water utility, municipal water agency, water district, or engineering consulting firm specializing in water infrastructure planning.
  • California water utility and CPUC regulatory experience.
  • Experience leading water system master plans and translating recommendations into funded Capital Improvement Program projects.
  • Experience working through recurring master-plan and General Rate Case planning cycles.
  • AWWA or similar water-industry professional affiliation.
