JOB SUMMARY
The Public Works Engineer provides engineering advice and technical assistance in the planning and executing of a wide variety of public works projects.
PRINCIPAL DUTIES AND RESPONSIBILITIES
Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. This list is ILLUSTRATIVE ONLY and is not a comprehensive listing of all functions and duties performed by incumbents of this class. Employees are required to be in attendance and prepared to begin work at their assigned work location on the specified days and hours. Factors such as regular attendance at the job are not routinely listed in job descriptions but are an essential function. Essential duties and responsibilities may include, but are not limited to, the following:
  • Assists City Engineer in the investigation, development and design of a variety of public works projects: street, drainage, water and wastewater.
  • Participates in the preparation of cost estimates and specifications, inspection of construction projects, and preparation of plans, maps, notes, plats, profiles and other engineering records.
  • Provides advice to department head in the formulation of long-range programs for public works improvements.
  • Participates in plat review, plan review, determination of tap fees, water or sewer line extension costs and design, industrial program and other utility functions.
  • Performs duties in a safe and orderly manner, complying with all City and department safety rules.
  • Regular attendance at work and arrives on time.
  • Performs all other job-related duties as assigned or as become apparent.

PHYSICAL AND ENVIRONMENTAL CONDITIONS
Work is performed in a standard office environment.
REQUIRED QUALIFICATIONS
  • Bachelor's degree in civil engineering,
  • Texas Professional Engineer's license, or ability to obtain license within 12-month period or start date
  • Three years' experience in public works engineering;
  • OR equivalent combination of education, training, and experience.
  • Valid Texas driver's license with driving record that meets City guidelines

KNOWLEDGE, SKILLS, AND ABILITIES
• Administrative and management procedures, practices, and techniques.
• Ability to read and understand engineering plans, subdivision plats, letting contracts and other engineering records such as technical materials, reports, and journals.
• Knowledge in preparing cost estimates and specifications.
• Knowledge of ADA Compliance through TxDOT.
• Ability to research techniques, methods, and procedures.
• General office policies, procedures, and practices.
• Records maintenance and retention practices and procedures.
• Engineering practices and methods.
• Organizational and management practices as applied to the analysis and evaluation of programs and operational needs.
• Utilizing office equipment and associated software programs, including conducting engineering research.
• Interacting tactfully and professionally with City staff, outside agencies, and the public.
• Ability to compile and prepare clear and concise reports.
• Ability to analyze problems, identify alternative solutions, project consequences of proposed action and implement recommendations in support of goals.
• Organizing work and setting priorities to meet deadlines.
• Presenting information to groups of varying size.
• Establishing and maintaining effective working relationships.
