Job description

Job Title: Civil Engineering Project Manager FLSA: Salary/Exempt
Department: Engineering Reports to: City Engineer
Salary Range: Depending on qualifications and experience

The incumbents may be requested to perform job-related responsibilities and tasks other than those stated in this specification. General Purpose:
Under the general supervision of the City Engineer, performs technical engineering work to create plans and specifications for publicly bids city projects. Oversees and assists the design team to draft plans for work related to environmental, water, sewer, street, storm water and other public works projects and programs. Communicates with contractors working on both public and private projects. Assists the City Engineer in application of principles, methods, and techniques of civil engineering.
Essential Functions:
  • Drafts contract documents for public bid projects.
  • Writes project specifications, and related technical documents for a variety of projects.
  • Reviews and processes pay applications, change orders, material quantities, and other contract related documents.
  • Provides technical support and guidance to engineering technicians designing construction plans for water, sewer, streets, and other related infrastructure.
  • Provides technical assistance to the project inspection team and works with the contractor to resolve project issues.
  • Occasionally works with inspectors to perform field testing on materials, pipelines, and other related items.
  • Provides guidance and project outlines for field surveys needed for projects.
  • Reviews legal descriptions for dedications, annexations, local improvement districts, easements or condemnations.
  • Researches records, maps and other data to obtain engineering data such as location of utilities, easements and special property assessments.
  • Calculates dimensions, profile specifications, and quantities of materials such as pipe, concrete, and asphalt.
  • Creates cost estimates and material quantities for proposed projects.
  • Performs design calculations for drainage, water distribution, sewer collection, and related engineering items.
  • Prepares permit applications for ODEQ, ODOT, railroads, and other agencies as needed.
  • Assists in the preparation of sanitary sewer, water, storm drainage, and street system maps, data bases, and comprehensive plans.
  • Assists in the evaluation of transportation plans and traffic impacts of development proposals, permits, plats, etc.
  • Assists the City Engineer in preparing traffic, utility and other studies and reports.
  • Assists in intersection signal and channelization design.
  • Performs a variety of office related functions, including preparing correspondence, maps, presentation materials, reproducing field notes, printing materials, answering phones and responding to inquiries from contractors, developers, property owners, staff and the general public.
  • Serves as a project manager by reviewing plans, drafting contract documents, overseeing project contracts, reviewing project plans and providing feedback to design team. Additionally, performs hydraulic calculations and reports.
  • Serves as infrastructure inspector as needed.
  • Assists with CCTV inspection of storm water and sanitary sewer infrastructure.
  • Performs all other duties as assigned.

Knowledge, Abilities and Skills:
  • Knowledge: Comprehensive knowledge of civil engineering and construction surveying principles, practices and methods as applicable to a municipal setting; significant knowledge of applicable City, State, and Federal policies, laws and regulations affecting division activities;
  • Abilities: Ability to prepare, organize and maintain engineering field and office data, reports and systems; ability to effectively communicate complex technical information, orally and in writing to contractors, developers, property owners, employees, consultants, other governmental agency representatives, city officials and the general public.
  • Skills: Proficient use of AutoCAD/Civil 3D design software, Microsoft Excel and hydraulic modeling software. Considerable skill in arriving at cost estimates on complex projects; some skill in operating the listed tools and equipment; some skill in basic land and construction surveying.

Minimum Qualifications:
  • Bachelor's degree in Civil Engineering from an ABET accredited program, or a closely related field.
  • A minimum of two years of experience as an engineering project manager is preferred.
  • Must have a minimum of 4 years of experience in Civil Engineering or closely related field.
  • Must be registered as a Professional Engineer (PE) in Oklahoma or able to obtain within 6 months.
  • Must possess a valid Oklahoma Class D driver's license or have the ability to obtain one prior to employment.
  • Must be insurable with City's insurance carrier.

Tools and Equipment:
Personal computer, including word processing, spreadsheet, and database and computer-aided-design software, standard drafting tools, engineering calculator; motor vehicle, phone, mobile radio, surveying equipment.

Work is performed mostly in office settings. Some outdoor work is required in the inspection of various land use developments, construction sites, or public works facilities. Hand-eye coordination is necessary to operate drafting instruments, computers, surveying equipment and various pieces of office equipment.
While performing the duties of this job, the employee is occasionally required to stand; walk; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch, or crawl; talk or hear.
The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.

The noise level in the work environment is usually quiet to moderate.
