Summary of Job
The City Engineer is a new internal position that serves as the City of Antigo's engineering professional, providing technical leadership and oversight of the City's infrastructure systems and development activities. Reporting to the City Administrator, this position manages engineering operations related to public works projects, land development, and capital improvements, and is responsible for overseeing safe, efficient, and sustainable infrastructure development. The City Engineer provides technical expertise, project management, and coordinates with staff, consultants, developers, vendors, and regulatory agencies.
The City of Antigo seeks a highly skilled and strategic City Engineer to serve as a key member of the leadership team and guide the planning, design, and delivery of the City's infrastructure and development initiatives. This position oversees engineering functions related to public works projects, land development, and capital improvements, ensuring safe, efficient, and sustainable infrastructure systems. The City Engineer leads the design, review, and implementation of public infrastructure projects; ensures compliance with applicable regulations and engineering standards; and applies sound technical judgment to support informed decision-making and organizational goals. This position also supervises engineering staff, coordinates project delivery and development review, and advances process improvements to enhance efficiency and service delivery. The ideal candidate demonstrates strong technical expertise, project management skills, and effective communication while collaborating across departments and supporting high-quality municipal operations.

Essential Duties & Responsibilities
  • Leading the design, review, and construction of public works projects, including streets, utilities, and infrastructure systems, including working with other engineering firms.
  • Managing project timelines, budgets, and consultant performance.
  • Conducting field investigations, site inspections, and overseeing construction activities.
  • Reviewing subdivision plats, survey maps, and development proposals for compliance with City standards and ordinances.
  • Coordinating with developers, contractors, consultants, and regulatory agencies.
  • Providing support for the Public Works Department, including Streets, Parks, and the Water, Wastewater, and Storm Water Utilities.
  • Work closely with and have oversight of the water plant and wastewater treatment plant contracted operations.
  • Providing technical expertise to the City Council, Plan Commission, and Public Works Committee.
  • Supporting development of the capital improvement plan (CIP) and operating budget.
  • Preparing technical reports, specifications, and contract documents.
  • Responding to resident inquiries and resolving infrastructure-related concerns.

Qualifications
  • Required
    1. Bachelor's degree in Civil Engineering or related field.
    2. Licensed Professional Engineer (P.E.) in the State of Wisconsin (or ability to obtain).
    3. Progressive experience in municipal or civil engineering, including project management.
    4. Strong knowledge of public infrastructure systems, construction standards, and regulatory requirements.
  • Preferred
    1. Experience in municipal government or public works operations.
    2. Background in development review, permitting, and subdivision design.
    3. Proficiency with AutoCAD, GIS systems, and engineering software.
    4. Firm understanding of stormwater and wastewater utilities.

Wisconsin Retirement Service: Full- time exempt employees are enrolled in the Wisconsin Retirement System (WRS) through the Department of Employee Trust Funds (ETF) on their date of hire into the full-time position.
Life Insurance: Life insurance is offered through ETF. New employees are eligible for coverage the first of the month following thirty (30) days after hire. Employees can enroll in up to five (5) units of coverage. Each unit of coverage consists of 1x the employee's annual income rounded to the next higher thousand. An employee may also enroll in spouse/dependent coverage.
Health Insurance: Health insurance benefits are provided to employees available in single, limited family, and family plans. Limited family consists of employee plus spouse, or employee plus child(ren). The employee pays 10% of the premium and stop loss and administrative fees. The City pays 90% of the premium. Health insurance may begin on the date of hire.
Dental Insurance: Dental insurance is provided to employees available in single, employee plus spouse, employee plus child(ren), or family. The City pays 100% of the premium. Dental insurance may begin on the date of hire.
Aflac: The City offers Aflac to employees which is 100% paid for by the employee. Some coverage they offer include dental insurance, short term disability, hospitalization, vision insurance, and cancer coverage, etc. Eligibility for Aflac lies solely with Aflac.
Sick Leave: Employees earn 1 day of sick leave each month and are eligible to use that sick leave once they have been employed for six months.
Vacation: Vacation leave is available and is based on years of employment and received on the employee's anniversary date.
Holidays/Personal Days: Employees are paid for eight and a half holidays per year and are available as of the date of hire. Employees are eligible for three personal days each calendar year and are eligible to receive these once they have been employed for six months.
Clothing Allowance: Exempt employees may be eligible for up to $100 in approved logo wear each calendar year. The Public Safety Director/Police Chief, Fire Chief, Police Captain, Street Commissioner, Park/Recreation/Cemetery Supervisor, and the Land Surveyor/Project Manager may be eligible to receive a clothing allowance equal to that received by the individual personnel in their respective departments.
The City also offers a section 125 flex program and hosts two different deferred compensation companies through which employees can begin their own plans.
