Job description

About the Company & Project

Our client is a leading global Consultancy renowned for delivering high-profile, complex, iconic, large-scale capital projects.

We are currently seeking a dedicated and accomplished Civil Engineer for the Hudson Tunnel Project (HTP). This is a once in a lifetime opportunity to contribute to this landmark project that is poised to deliver transformative impacts across economic, transportation, and environmental sustainability.

The busiest rail connection between New York, New Jersey, and the Northeast Corridor, the Hudson Tunnel Project will improve capacity, reliability, and resiliency of commuter and intercity rail transit serving 800,000 daily passengers from Washington, D.C. to New York and New England. This is a milestone project that is slated to receive nearly $12 billion in federal funding, the largest investment in a mass transit project in modern history.

As the Civil Engineer, you will play a pivotal role in the delivery of this significant project. This is a fantastic opportunity to be part of a mission that aligns with our clients purpose: to create responsible places that bring transformative impact to their people, communities, and societies.

Responsibilities

The Project Civil Engineer will support the Hudson Tunnel Project (HTP) team in the design, construction, and delivery of the Hudson Tunnel Project. This position is responsible for technical coordination, field engineering, project controls, and compliance with regulatory and quality standards.

  • Provide technical coordination and field engineering support, including design reviews, resolution of technical issues, constructability assessments, and analysis of impacts to means and methods, schedule (critical path), cost, and overall project delivery.
  • Support construction execution by reviewing contractor submittals, monitoring progress against milestones, providing technical input during construction, and coordinating design changes and interface management across all HTP packages.
  • Facilitate stakeholder coordination by managing technical communications, scheduling and supporting meetings, and maintaining project documentation, including drawings, specifications, registers, and master logs.
  • Assist with project controls and reporting, including schedule, cost, change, risk, and document management, updating procedures and tools, and preparing monthly and quarterly reports covering safety, quality, environmental compliance, and milestones.
  • Support implementation and compliance with the Project Management Plan (PMP), Quality Management Plan (QMP), and all applicable federal, state, and local regulatory requirements, including NEPA, Section 106, permitting, and environmental monitoring programs.
  • Contribute to risk and change management by maintaining risk registers, facilitating risk analyses, supporting contingency planning, and providing independent technical evaluations of scope, schedule, and cost changes.
  • Support BIM and technology initiatives, including development and coordination of digital models, integration of project information, and configuration and implementation of PMIS and other project technology platforms.

Qualifications

  • Bachelor's degree in Civil Engineering or related field.
  • 3–7 years of experience in civil engineering, preferably on large infrastructure or transportation projects.
  • Familiarity with project controls, scheduling, cost management, and risk management.
  • Knowledge of federal, state, and local regulations relevant to major capital projects (NEPA, Section 106, permitting, etc.).
  • Experience with quality assurance, construction monitoring, and technical documentation.
  • Proficiency with BIM, PMIS, and Microsoft Office Suite.
  • Strong communication, organizational, and problem-solving skills.
  • Ability to work collaboratively with multidisciplinary teams and external stakeholders.
  • Experience with public sector projects and federally funded programs.
  • Knowledge of environmental compliance, permitting, and reporting requirements.
  • Understanding of asset management, testing and commissioning, and field engineering best practices.
