City of Seguin Pay Schedule

SUMMARYย OF POSITION:

Provides engineering support to all Utility Capital improvement projects.ย Participates in utility project management for construction projects to include: water,/ wastewater, and electric, review of plans and contract documents, contract negotiations and administration, quality assurance, negotiation of change orders, preparation of cost estimates, monitoring of work progress and review of plans to ensure conformance with City requirements.ย The Utility Engineer will work closely with consulting engineering firms during development of construction documents, evaluation of bid submittals and administration of the project.ย This position will also participate in identifying and planning future utility projects.

  • Participatesย inย theย managementย andย inspectionsย ofย water,ย sewer,ย andย electricย utilitiesย related projects;

  • Inspectsย cityย facilitiesย andย workย crewsย inย theย fieldย toย ensureย thatย assignmentsย areย beingย carriedย out properly and that work quality and safety standards are being maintained;

  • Inspectsย utilityย capitalย improvementย projectsย forย completenessย andย qualityย ofย workย andย compliance with mandated standards;

  • Respondsย toย citizenย requests;

  • Participatesย inย theย City'sย GIS/GPSย mappingย systemย developmentย andย maintenance;

  • Assuresย thatย adequateย departmentalย activitiesย recordsย areย maintainedย andย thatย appropriateย periodic and special reports are prepared and distributed;

  • Providesย guidanceย andย problem-solvingย inย fieldย situations; Reviews plans for City utility projects;

  • Assistsย theย inย calculating utilityย impact fees;

  • Oversees construction projects including requests for proposals, receiving bids, recommendingย successful bidder, contract compliance, approval for pay requests, and project acceptance;

  • Assistsย inย developingย andย updatingย aย Five-Yearย Utilityย Capitalย Improvementย Plan;

REQUIREDย KNOWLEDGE,ย SKILLS,ย ANDย ABILITIES:

Demonstratedย knowledgeย of:ย professionalย engineering design,ย fieldย andย utility operations.

Excellentย workingย knowledgeย ofย andย abilityย to:ย applyย generalย managementย principals;ย andย interpret andย communicateย toย othersย rules,ย regulations,ย andย guidelinesย preparedย byย stateย andย federalย agencies on a variety of programs.

Knowledgeย of:ย budgetย proceduresย andย practices andย contractย management.

Ability to:ย recognize, evaluate, and respond adequately to a variety of policy issues faced by the city;ย communicateย andย evaluateย aย varietyย ofย dataย andย toย makeย soundย decisionsย regardingย thoseย data as they apply to providing services; successfully establish working relationships with other city employees and with the general public; and maintain appropriate necessary certifications.

ACCEPTABLEย EXPERIENCEย ANDย TRAINING


High school graduation, or its equivalent, and a civil engineering degree, plus at least three years of experience specifically in the utility engineering (water, wastewater, electric) / project management field;

orย anyย equivalentย combinationย ofย experienceย andย trainingย whichย providesย theย requiredย knowledge, skills, and abilities.

CERTIFICATESย ANDย LICENSES REQUIRED:

Registered Professional Engineer in the State of Texas. State of Texas Class C driver's license or available alternate means of transportation.
