General Purpose
The City Engineer performs highly responsible engineering work of an administrative and technical nature directing activities of the Engineering Division. Grade 26, Steps 1-6. Relocation allowance available.
The employee is responsible for planning, directing, and coordinating engineering, subdivision development, and public works design and construction.
The City Engineer is the City's highest level engineering authority and will assist in the coordination of: policy implementation, development of short- and long-range goals and objectives, development and implementation of all components of the division strategic plan, the coordination of all engineering functions, overall project preparation, and the development and control of project schedules; capital improvement planning; asset management; regulatory compliance; project administration; consultant and contractor coordination; and technical support to Public Works operations.
The City Engineer assists in projecting a broad plan for public improvement and advises the Deputy Public Works Director, Public Works Director, Deputy City Manager, City Manager, City Council, and other departments on engineering matters.
The City Engineer is expected to exercise considerable judgment and discretion in accomplishing program objectives and is held responsible for the effectiveness of division operations.
The City Engineer functions as a working manager, serving as both the City's principal engineering advisor and a hands-on project manager for infrastructure, development review, regulatory compliance, emergency response, and day-to-day public works support.

Distinguishing Features
This classification has been designated as a non-classified, non-merit system; at-will position.
Work is performed under the general direction of the Deputy Public Works Director, and is reviewed through the evaluation of conferences, meetings, and reports.
This class is FLSA exempt executive.

Minimum Qualifications Required
Graduation from an ABET-accredited college or university with a Bachelor's Degree in Civil Engineering. A Master's Degree in Civil Engineering, Public Administration, or a closely related field is preferred but not required.
A minimum of five years of progressively responsible civil engineering experience, including municipal public works, infrastructure, development review, or capital improvement project experience; and at least three years of, project management, or consultant/contractor management experience.
Previous municipal or public agency engineering experience, experience administering capital improvement projects, and experience working with consultants and contractors are preferred.
Special Requirements
Must be registered in the state of Arizona as a Professional Engineer (P.E.) in Civil Engineering, or be licensed as a Professional Engineer in another state with the ability to obtain Arizona registration within six months of hire date and possess a valid Arizona Driver's License by hire date.
Preferred certifications include Certified Floodplain Manager (CFM) and Project Management Professional (PMP).
Substance Abuse Testing. Due to the safety and/or security sensitive nature of this classification, individuals shall be subject to pre-employment or pre-placement alcohol, drug, and/or controlled substance testing as outlined in City policy and procedures.
Ability to respond to emergencies outside normal business hours may be required.
Essential Functions
Communication
Communicates with the general public, other City employees, vendors, management, contractors, and public officials to provide information and give direction in the coordination of City project design and construction.
Have the ability to prepare various written documents including council reports, memos, studies, and correspondence, engineering reports, technical specifications, cost estimates, grant documentation, reimbursement requests, RFQs, RFPs, IFBs, agenda items, and project closeout documents in order to evaluate progress and respond to information requests.
Provides verbal reports to City management and the City Council.
Required Qualifications
Presents technical recommendations before City Council and committees, coordinates with multiple agencies, and resolves citizen concerns involving infrastructure and development issues.
Manual / Physical
Reviews the work products of others to ensure compliance with standard operating procedures, federal regulations such as the Federal Highway Administration (FHWA), state regulations such as the Arizona Department of Transportation (ADOT), or other standards/guidelines including Maricopa Association of Governments (MAG) or APWA Standards, Arizona Revised Statutes, ADEQ regulations, OSHA safety requirements, FEMA Public Assistance requirements, EPA regulations, environmental permitting requirements, floodplain regulations, ADA requirements, building codes, subdivision regulations, procurement laws, Open Meeting Law, and Public Records Law.
Inspects, monitors, and evaluates work to determine compliance with plans, specifications, and requirements.
Performs field inspections of construction sites and infrastructure assets, including streets, water, wastewater, stormwater, drainage, bridges, culverts, utilities, parks, and other City facilities.
Physical requirements include the ability to walk uneven terrain for project site visits and inspections, climb ladders as needed for inspections, lift up to 25 pounds, and work outdoors in varying weather conditions.
Operates a motor vehicle requiring a standard Arizona Driver's License to attend meetings and inspect various job sites.
Operates a variety of standard office equipment including a personal computer. Prepares updates on project schedules for management. Assists in the preparation of the five-year capital improvement plan and the annual budget.
Mental
May supervise or coordinate the work of Engineering Technicians, Engineering Inspectors, GIS Technicians, interns, consultants, and contractors.

Resolves procedural, operational, and other work-related problems such as design problems or scheduling conflicts, or contractual conflicts, by meeting with staff, impacted agencies, contractors, consultants, developers, architects, etc.
Coordinates work activities and program functions with other City departments, other cities, and other agencies.
Conducts research and analyzes data regarding the design and construction of City projects, pavement management, water distribution, wastewater collection, stormwater drainage, flood control, traffic engineering, utility coordination, and capital improvement priorities.
Assists in the Public Works Department budget, develops project budgets, monitors project expenditures, prepares cost estimates, reviews pay applications and change orders, and recommends funding strategies.
Comprehends and makes inferences from written material such as consultant reports and contract documents.
Understands and interprets blueprints, schematic drawings, and layouts to ensure compliance with specifications and other requirements.
Provides engineering support during emergencies, assesses infrastructure damage, coordinates emergency repairs, assists with possible DEMA/FEMA documentation, and supports disaster recovery efforts.

Desired experience: Experience with rural communities, small municipal governments, water systems, wastewater systems, streets, stormwater, utility relocation, grant-funded projects, FEMA Public Assistance, USDA Rural Development, WIFA funding, ADEQ-funded projects, ADOT-funded projects, CMAR delivery, Design-Bid-Build delivery, design standards development, and emergency procurement is desirable.

Engineering

• Review engineering plans, subdivision plats, development plans, utility plans, drainage reports, traffic studies, permits, and plans pertaining to Engineering and City infrastructure.
• Prepare engineering reports, technical specifications, cost estimates, and technical recommendations.
• Perform field inspections and resolve engineering problems affecting City infrastructure.
• Provide technical expertise for water, wastewater, streets, stormwater, drainage, bridges, culverts, traffic, pavement, utilities, parks, , cemetery, and facilities maintenance.

Project and Program Management

• Manage Capital Improvement Projects and assist in the coordination of special projects from development through delivery.
• Organize and monitor projects, select suitable strategies and objectives, monitor schedules, and meet project deadlines.
• Assists in project scopes, budgets, funding plans, schedules, procurement methods, and delivery strategies.
