Distinguishing Features of Work
Neighborhood Inspection is a division of the Metropolitan Area Building and Construction Department (MABCD). Its mission is to preserve Wichita's neighborhoods and to make Wichita a cleaner City through fair, cost-effective and efficiently processed code enforcement activities. A Neighborhood Inspector specializes in enforcing and securing compliance with residential nuisance, zoning and minimum housing codes. Operating in a complaint-based, case management environment, the work requires strong attention to detail, the ability to communicate with tact and firmness (both verbally and in writing) and strong organization and time-management skills. Inspectors interact with the public, law enforcement, the court system and management every day. The working environment is a blend of inspections/field work and in-office work. Existing technical skills are a must-have. Opportunities for income advancement are available through job experience (longevity) along with additional testing and certifications. This role is for individuals who thrive in hands-on field work, enjoy problem-solving and are passionate about improving their community through positive citizen engagement.
The days and hours for this position: Monday-Friday: 7:30am - 4:30pm
The salary range for this position is between $22.72 - $34.42 (ranging between class specification 622-627). The exact salary will be determined at the time of hire.

Examples of Work Performed
  • Inspects or oversees and coordinates the inspection of buildings and premises for compliance with minimum housing code and related regulations
  • Inspects premise conditions and documents nuisance complaints with photos, narratives and court reports, as required.
  • Verifies illegal dumping complaints and provides necessary documentation for work order production.
  • Inspects mobile homes to ensure compliance with City ordinances.
  • Prepares court reports and administrative abatement documentation as needed.
  • Follows up inspections for violations and secures compliance with codes and laws.
  • Answers inquiries and complaints over the phone, in person or by email.
  • Writes reports and prepares notices of violations, citations and/or uniform criminal complaints as required.
  • Employee must enforce all of the above enforcement duties and areas.
  • Assists and performs some supervision of lower-level inspectors.

Requirements of Work
  • Thorough knowledge of the municipal minimum housing and nuisance code, and zoning ordinance.
  • Ability to read and interpret code regulations.
  • Ability to detect violations; confer with property owners in regard to requirements of City ordinances related to the immediate problem, and to work out a satisfactory solution to gain full compliance with codes, using firmness and tact.
  • Ability to traverse uneven terrain and/or rotted or uneven floor surfaces and ascend and descend steps; and bend and stoop and/or crawl to look into or under building crawl spaces, cellars, attics and foundations.
  • Ability to take inspection report notes in the field.
  • Ability to operate a camera or cell phone to take pictures of violations.
  • Ability to develop and maintain effective working relationships with associates, employees of other Departments, representatives of other organizations, and the public.
  • Ability to communicate clearly and effectively, both orally and in writing.
  • Ability to work occasionally in the evenings or on weekends.
  • Ability to acquire and maintain a valid Kansas driver's license.
  • An employee shall not pose a direct threat to the health or safety of other individuals in the workplace.

Experience and Training
Required Experience and Training:
  • High School Diploma or GED
  • One (1) year of experience in public contact work particularly in dealing with difficult or disgruntled individuals demonstrating high levels of patience and conflict resolution skills.
  • One (1) year of experience to document and report findings accurately, including narratives.
  • One (1) year of experience using excellent organizational and time-management skills by handling multiple projects efficiently.
  • Must successfully pass the Housing Code Enforcement Test within the first six months of hire and departmental Zoning Level 1 test within the first year.
  • A valid driver's license.
  • Must be legally authorized to work in the United States without the need of a sponsorship.
  • Attainment of passing scores on pre-employment tests. Candidates with required experience and training will be required to take the following assessments:

Preferred Experience and Training
  • Three (3) years of experience in code enforcement or inspection roles.
  • One (1) year of experience in public contact roles within law enforcement, court systems, or traffic departments.

  • Familiarity with case management in a complaint-based environment.
  • ICC Zoning Inspector Certification.
  • ICC Property Maintenance and Housing Inspector Certification.
  • ICC Certification in one of the following:
  • Residential Building Inspector
  • Residential Plumbing Inspector
  • Residential Mechanical Inspector
  • Residential Electrical Inspector

Offers of employment are contingent upon passing a pre-employment physical, which includes drug screening. Must also pass a KBI background investigation.

CITY OF WICHITA
FULL-TIME EMPLOYEE BENEFITS
1. VACATION - Most employees with less than five years employment earn 10 days of vacation per year. After five years, accrual rates increase at varying rates to varying maximums, depending on work schedule and/or union representation. Employees can accumulate and carry forward up to 240 hours each year.
2. HOLIDAYS - There are eleven paid holidays. Employees also receive one Personal Holiday that is granted after the first six months of employment.
3. SICK LEAVE - Sick leave accrual begins at one-half day per month. After five years, sick leave accruals are one work day per month. Employees can accumulate and carry forward all unused sick leave each year. Employees who use 24 hours (3 days) or less of sick leave in a calendar year earn a "Well Day." An additional "Well Day" can be earned following a year of perfect attendance.
4. HEALTH INSURANCE - UMR / United Healthcare provides two levels of medical and prescription drug plans. Both medical plan are PPOs and do not require selecting a physician or referrals for specialty care. Both medical plans include Teladoc virtual care (primary care/mental health benefits at no charge), Dario healthy living programs, and VSP Vision benefits. Pre-tax premium deductions are offered. The City contributes 80% of the premium cost towards medical, prescription drug and vision insurance.
5. DENTAL INSURANCE - Two Delta Dental plans are offered - Preferred and Traditional. The Delta Preferred plan requires using a dentist from a smaller network for a lower premium. The Delta Traditional plan allows use of any dentist, although benefits are higher using a dentist from the large Delta network. Benefits under both plans are the same (with the exception of some Orthodontic benefits) Pre-tax premium deductions are offered.
6.LIFE INSURANCE - Low-cost voluntary term life insurance is available. Employees pay one-third of the cost. The amount of Basic Life coverage is two times annual pay up to a determined maximum amount. Dependent coverage is available at $20,000 spouse / $10,000 child(ren) for an additional $0.14 per pay period. Accidental death and dismemberment coverage is included. The plan is through MetLife.
7.SUPPLEMENTAL LIFE - Additional voluntary employee-paid term life insurance is available from MetLife at low group rates. Participation in Basic Life is required. The Life Insurance plans are portable.
8. LONG-TERM DISABILITY INSURANCE- The voluntary employee-paid group disability plan from MetLife provides 60% of pre-disability income for injury or health related disabilities. Premiums are determined by income and age.
9.VOLUNTARY ACCIDENTAL DEATH & DISMEMBERMENT - Voluntary employee-paid AD&D from MetLife offers coverage for accidental death and dismemberment.
10.RETIREMENT - The City offers two retirement plans - Wichita Employees (WER) Plan 3, and Commissioned Police & Fire Plan C-79. The WER plan is a defined contribution plan; Police & Fire is a defined benefit plan. Both are contributory - employees and the City share the cost.
11.FLEXIBLE SPENDING ACCOUNTS - Employees may elect to make FSA pre-tax deductions for dependent care and/or unreimbursed medical expenses, reducing the cost of these expenses by eliminating taxes on the amount deducted.
12. LONG-TERM CARE INSURANCE - This plan from UNUM offers facility and home care benefits for employees, spouses, and some other family members. Several options for benefit amount and duration, and specific plan features, are available.
