PURPOSE OF THE POSITION The purpose of this position is to ensure compliance with the State Building Code, City Code Ordinances, and Rental Ordinance requirements. ESSENTIAL DUTIES AND RESPONSIBILITIES Provides excellent customer service to all members of our community, inclusive of all races, genders, sexual orientations, religions, abilities, ages, national or ethnic origins, languages, citizenship status, socioeconomic status, and political affiliations. Ensures the effective implementation and enforcement of codes, ordinances, and laws to protect the safety and welfare of the community.
Issues various permits as required by codes, ordinances, and policies in a timely manner through efficient use of the building permitting system. Conducts plan reviews to ensure compliance with Minnesota State Building Code, International Building Code (IBC), International Residential Code (IRC), International Mechanical Code (IMC), Uniform Pluming Code (UPC), International Property Maintenance Code (IPMC), and other applicable code requirements. Meets with architects, engineers, developers, builders, and property owners to educate and advise on code requirements related to construction design, materials and practices.
Performs building inspections, rental inspections, and property maintenance inspections. Responds to complaints and inquiries from property owners, developers, builders, and the general public. Resolves conflicts as appropriate.
Consults with City staff as appropriate. Maintains records of building and inspection activities. Prepares correspondence as needed.
Assists other divisions and departments as needed. Performs other duties of a similar nature or level. KNOWLEDGE, SKILLS AND ABILITIES Maintains confidentiality and security of all personnel data, documents and files.
Proper & safe use & maintenance of any assigned City vehicle, equipment, property, etc. Attends all training to ensure a legal, safe, and compliant work environment. Observes & practices safe work habits.
Maintains and monitors all training departmental & safety requirements to be legal, safe, & compliant with laws & regulations. Ensure compliance with pertinent Federal, State and local codes, laws and regulations including the Minnesota Data Practices Act, (OSHA) Occupational Safety and Health Act and complies with all City and departmental policies and procedures. Ability to utilize standard office software as well as specialized software at an intermediate skill level.
Assist City departments, divisions, and outside agencies as directed. Functions as a team member with all City employees, and effectively interacts with all levels of City personnel. Effectively coordinates activities with other staff and City personnel.
Actively participates and promotes all human resource department activities, duties, meetings, training sessions, etc. as a team member. Effectively interacts, participates and contributes to a high performing Community Development Department.
Adheres to all City and department policies and procedures and requirements. Ability to exhibit excellent time management skills while coordinating an unpredictable workload. MINIMUM TRAINING / MINIMUM & PREFERRED QUALIFICATIONS Three to Five (3-5) years progressively responsible experience in building construction or inspection, applicable trade work, or any equivalent combination of experience and training which provides the knowledge, skills and abilities to perform the work.
Certification as a Building Inspector or Plans Examiner by the International Code Council (ICC) or equivalent credentials. PREFERRED ADDITIONAL QUALIFICATIONS: Certification as Building Official by the State of Minnesota. Experience serving as a building inspector or code official in a municipality with a historic downtown or similar district.
Experience inspecting commercial industrial and mixed-use buildings. HOURS OF WORK Business/office hours are Monday, Wednesday, Thursday, 7:30am-4:30pm, Tuesday 7:30am-6pm, and Friday, 7:30am-12:00pm. Morning and/or evening meetings as assigned.
Ineligible for hybrid telecommuting work.
