Overview
CIS Secure is seeking experienced Explosive Ordnance Disposal (EOD) Technical Intelligence Analysts to support mission-critical Government programs focused on Weapons Technical Intelligence (WTI), technical exploitation, and the analysis of improvised threats and emerging technologies. This position supports the collection, examination, exploitation, and dissemination of actionable technical intelligence that enables Government mission partners to identify, assess, and counter evolving explosive and unmanned system threats.
The successful candidates will collaborate with intelligence professionals, engineers, and technical subject matter experts to analyze collected exploitable material (CEM), evaluate adversary tactics, techniques, and procedures (TTPs), and produce technical intelligence products supporting operational planning, force protection, research and development, and technology exploitation efforts.
This opportunity is ideal for experienced Military Explosive Ordnance Disposal professionals with expertise in Weapons Technical Intelligence (WTI), TECHINT, Counter-IED, or Counter-UAS operations who enjoy solving complex technical problems in support of national security missions.
Responsibilities
  • Conduct Weapons Technical Intelligence (WTI) analysis of collected exploitable material (CEM) using photographs, radiographic imagery, physical inspection, intelligence reporting, and other technical exploitation methodologies.
  • Analyze improvised explosive devices (IEDs), unmanned systems (UxS), commercial technologies, and other emerging threats to identify technical characteristics, build signatures, and adversary tactics, techniques, and procedures.
  • Produce technical intelligence reports and exploitation products supporting Government mission partners.
  • Conduct technical assessments of battlefield recoveries and Commercial Off-the-Shelf (COTS) technologies.
  • Research classified and unclassified information to support technical exploitation and intelligence production.
  • Develop threat assessments, executive briefings, and analytical products supporting operational planning and force protection.
  • Present technical findings to Government stakeholders, intelligence professionals, and technical communities.
  • Assist in developing and maintaining analytical processes, reporting standards, and technical documentation.
  • Support deployed exploitation activities and travel as required to meet mission requirements.
  • Perform assigned duties independently while collaborating with multidisciplinary technical and intelligence teams.

OPERATING HOURS AND EXPECTATIONS:
This is a full-time onsite position supporting operations at Aberdeen Proving Ground, Maryland. The selected candidate must be capable of independently supporting mission requirements while collaborating across multiple organizations in highly classified environments.
TRAVEL:
Up to 100% travel may be required in support of operational missions, technical exploitation activities, customer requirements, training events, and deployed mission support. Travel may include both CONUS and OCONUS locations.
Qualifications
CLEARANCE:
  • Active Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance is required at the time of application.

EDUCATION:
  • Bachelor's degree and seven (7) years of relevant experience.
  • Associate degree and nine (9) years of relevant experience may be substituted.

CERTIFICATION(S):
  • Completion of formal Military Explosive Ordnance Disposal (EOD) training is required.

REQUIRED SKILLS AND EXPERIENCE:
  • Military Explosive Ordnance Disposal (EOD) background with formal military EOD training.
  • Experience conducting Weapons Technical Intelligence (WTI) and Technical Intelligence (TECHINT) analysis.
  • Experience analyzing collected exploitable material (CEM), battlefield recoveries, and Commercial Off-the-Shelf (COTS) technologies.
  • Experience interpreting radiographic imagery and utilizing Explosive Ordnance Disposal imaging systems.
  • Experience identifying device construction techniques, build signatures, and emerging threat trends.
  • Experience producing technical intelligence reports, threat assessments, and executive briefings.
  • Experience researching classified and unclassified information to support technical intelligence production.
  • Strong analytical, research, technical writing, and presentation skills.
  • Experience utilizing Microsoft Office applications and intelligence analysis tools.
  • Ability to independently support technical exploitation missions in operational environments.

DESIRED SKILLS AND EXPERIENCE:
  • Experience supporting theater-level exploitation laboratories.
  • Experience conducting functional analysis of Radio-Controlled Improvised Explosive Devices (RCIEDs), unmanned systems (UxS), and other emerging technologies.
  • Experience conducting Intelligence Preparation of the Battlefield (IPB).
  • Experience collaborating with engineering teams on technical exploitation products.
  • Experience using SOFEX, Weapons Technical Intelligence Exploitation and Analysis Tool (WEAT), WTI IED Lexicon, or related Government exploitation databases.
  • Experience supporting Combatant Command intelligence operations, including CENTCOM or AFRICOM.
