Job description

demands, are described below. This job description outlines the general scope of duties and 
responsibilities and is not intended to be an exhaustive list of all tasks that may be assigned. 


MAJOR FUNCTION
Manage all phases of transportation and drainage projects for Roads & Drainage Division, including 
PD&E, final design, right-of-way acquisition, utility coordination, bidding, and construction. Ensure that 
projects are designed using the appropriate engineering design manuals, standard plans, and standard 
specifications. Reviews and negotiate scopes of service and fees with consultants for studies, design
services, and CEI services. Tracks project expenditures and milestones to ensure projects remain on 
schedule and within budget.


ILLUSTRATIVE DUTIES
Reviews consultant submittals for engineering studies and designs for adherence to applicable 
design standards.
Negotiates consultant fees and scopes of service for CIP projects.
Prepares scopes of service for RFPs for engineering studies and design. Participates in 
consultant selection as member of RFP selection committee.
Coordinates with Procurement Division on the preparation of construction bid packages. 
Reviews of construction bid submittals to ensure selected contractors are appropriately 
qualified.
Coordinates with utility companies to ensure utility relocations do not significantly delay 
construction schedules for CIP projects.
For federal and state grants on CIP projects, ensures that all tracking and reporting 
requirements that are listed in the grant document are adhered to.
Prepares agenda requests for BoCC approval of Consultant Services Authorizations for CIP 
projects.
Coordinates construction work on the county road network with the Inspection & Testing office 
to ensure there is appropriate inspection coverage and that the County Inspectors have the 
necessary plans and specifications for the project.
KNOWLEDGE, ABILITIES AND SKILLS
Knowledge of the terminology, concepts, principles, and practices of civil engineering and 
particularly roadway networks and drainage systems.
Ability to learn county, state, and federal requirements for transportation and drainage projects.
Ability to concentrate on details, perform mathematical functions, research and investigate 
problems, and recommend solutions to problems. Ability to plan, use sound engineering 
judgement, make independent decisions, and organize and coordinate work on CIP projects.
Ability to communicate effectively, both written and orally, with county staff and commissioners, 
state and federal agency staff, consultants and contractors, and the public.
Ability to read and interpret complex engineering studies and plans.


MINIMUM QUALIFICATIONS
Graduate of an accredited college or university with major course work in civil engineering.
Must have a valid driver's license and be able to secure a valid Florida driver's license at the time 
of employment


Project Management Specialist - Pay Grade 17 - Non-Exempt
Must possess a high school diploma or GED. 
Must have a minimum of seven years of experience related to roadway/drainage design, 
construction, or maintenance. 
Must have a minimum of two years of experience overseeing, guiding, and coordinating the 
work of others.


Engineer - Pay Grade 19 - Exempt
Graduate with bachelor's degree in civil engineering.


Engineer E.I. - Pay Grade 20 - Exempt
Graduate with bachelor's degree in civil engineering.
Passed the Engineer Intern (EI) exam.
Two years of engineering experience.


Engineer P.E. - Paygrade 21 - Exempt
Graduate with bachelor's degree in civil engineering.
Four years of engineering experience.
Professional Engineer (PE) in the State of Florida, or ability to obtain PE license from the State of 
Florida through endorsement within twelve months of employment.


SPECIAL REQUIREMENTS
This full-time position is based in Polk County, Florida. Flexibility may be required to support 
emergencies outside of regular business hours.


All employees will be required to work before, during, or after an emergency. During an emergency, 
employees may temporarily be assigned to work and perform duties outside the normal scope of 
their position, location and work schedule to fit the needs of the County and its citizens.Â
