THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended.\r\n\r\n\r\n\r\nSupplemental Questionnaire: A properly completed Supplemental Questionnaire must be submitted with each application. MINIMUM QUALIFICATIONS

Education: \r\nGraduation from high school or possession of a Certificate of Proficiency issued by the California State Board of Education, or possession of a G.E.D. certificate.\r\nAND\r\nExperience: \r\nEITHER I\r\nThe equivalent of two years of full-time experience in the class of Child Support Specialist II or an equivalent higher-level classification in the Alameda County classified service with primary responsibility for interviewing, or exchanging detailed verbal information, and managing a caseload in a responsible public contact position. \r\nOR II\r\nThe equivalent of four years full-time child support case work experience within a child support program.\r\n\r\n\r\n\r\nSubstitution:\r\nPossession of an associate or bachelor's degree from an accredited college or university in sociology, public administration, liberal arts, or closely related field may be substituted for either six months (AA) or one year (BA/BS) respectively, of the required experience in pattern II.\r\n\r\n\r\nSpecial Requirements:\r\n1. Must possess and maintain a valid California State Motor Vehicle Operator's license.\r\n2.A thorough pre-employment background investigation, including fingerprinting will be conducted of all candidates who have accepted a conditional offer of employment to ensure suitability for child support related work. A felony conviction may be disqualifying. \r\n\r\nNOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.\r\n

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:\r\nKnowledge of:\r\n\r\n General principles and procedures of casework, child support establishment, enforcement and collection procedures, methods and techniques. \r\n Federal, State and local laws pertaining to the establishment, collection and enforcement of child support. \r\n Interviewing principles, research techniques and procedures. \r\n Principles and practices of leadership and performance management. \r\n Child support case management computer systems, programs and applications or similar proprietary case management system. \r\n Basic arithmetic to perform calculations and understand financial records. \r\n Principles and practices of customer service. \r\n Modern office methods, procedures, tools and equipment. \r\n Proper English usage, spelling, grammar and punctuation. \r\n Terminology and processes related to child support laws and regulations. \r\n Legal forms and documents used to enforce support. \r\n Mandated child abuse reporter laws and procedures. \r\n\r\nAbility to:\r\n\r\n Maintain systematic, detailed and accurate case files/records and notes of activities. \r\n Research and extract personal and financial information from a variety of sources.\r\n Work independently and exercise sound judgement. \r\n Analyze factual information to solve problems, accomplish tasks and make recommendations within guidelines. \r\n Provide lead guidance and direction, planning, organizing, and prioritizing the work of subordinate staff. \r\n Develop and deliver technical training appropriate for one-on-one and group settings. \r\n Apply laws and interpret policies related to the collection and enforcement of child support. \r\n Research and analyze complex legal, financial and other records sufficiently to obtain data needed to secure and enforce child support cases. \r\n Communicate clearly and concisely both orally and in writing. \r\n Deal tactfully and courteously with people from diverse backgrounds. \r\n Interview participants in-person and over the telephone to elicit information. \r\n Organize assigned work effectively and manage multiple priorities. \r\n Establish and maintain effective working relationships with both internal and external customers. \r\n Use a variety of collection methods to obtain child support payments. \r\n Maintain the integrity and confidentiality of sensitive and personal information. \r\n Operate a variety of office equipment, including desk top and laptop computer equipment, databases and programs common to child support enforcement activities. \r\n Follow and apply oral and written instructions. \r\n Draft and compose standard business correspondence using proper English usage, spelling, grammar and punctuation. \r\n\r\n

EXAMINATION COMPONENTS

The examination will consist of the following steps:\r\n\r\n\r\n A review of applicants' application to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.\r\n A review of the supplemental questionnaire to determine the best qualified. Those candidates considered the best qualified will move on to the final step in the examination process.\r\n An oral interview which will be weighted as 100% of the candidates' final examination score.
