Summary:
The Capital Project Planner provides capital planning expertise to support the development and delivery of university capital projects. This role leads planning activities for assigned capital projects and contributes to larger, more complex initiatives by translating stakeholder needs into clear project requirements and planning recommendations. This position conducts research, analysis, stakeholder engagement, and planning coordination to develop practical, evidence-based recommendations that align with institutional priorities, planning principles, and long-term campus and facility objectives. Additionally, this role facilitates collaboration among stakeholders, consultants, and technical specialists to develop feasible project solutions, prepare planning documentation and business cases, and support informed decision-making, governance approvals, and successful project outcomes.
Duties and Responsibilities:
- Leads the planning and development of assigned capital projects, such as renovations, functional improvements, and other capital initiatives, from project conception through planning completion.
- Identifies operational needs, defines project requirements, establishes planning parameters, evaluates alternatives, and develops recommendations that support institutional priorities and strategic objectives in collaboration with stakeholders.ย
- Develops planning recommendations that balance stakeholder needs, institutional priorities, technical requirements, budget considerations, operational impacts, and long-term campus objectives.
- Develops project concepts, feasibility studies, business case information, governance submissions, planning reports, and preliminary cost information to support decision-making and project approvals.
- Coordinates input from stakeholders, consultants, space planning, campus planning, university service units, and technical specialists to develop integrated and practical planning solutions.
- Reviews planning studies, architectural and engineering documentation, and design concepts to assess alignment with project requirements, institutional standards, accessibility requirements, building code considerations, operational needs, and lifecycle objectives.
- Works collaboratively with Project Managers to maintain alignment between approved project requirements, planning assumptions, stakeholder needs, and project development as projects advance.
- Facilitates stakeholder meetings, workshops, presentations, and planning discussions, documenting outcomes, recommendations, decisions, and project requirements.
- Prepares reports, presentations, planning documentation, and written recommendations for stakeholders, governance, and leadership audiences.
- Assists with the development of consultant scopes of work, requests for proposals, and evaluation processes related to planning assignments and consultant services.
- Supports the planning and development of capital projects through research, analysis, documentation, stakeholder consultation, and coordination of planning activities.
- Contributes to the development and continuous improvement of capital planning processes, standards, tools, and leading practices.
- Communicates and acts in a respectful and professional manner, collaborates effectively, abides by policy, and contributes to a positive and productive work and learning environment.

Qualifications:
- A bachelor's degree in planning, architecture, architectural technology, interior design, engineering, construction management, facilities management, or a related field.
- Professional registration in a relevant discipline is an asset.
- Minimum of three years of related experience supporting capital planning activities, renovations, capital improvements, or facility projects within a corporate, consulting, institutional, or public-sector environment.
- Demonstrated ability to gather and analyze stakeholder requirements into planning recommendations.ย
- Ability to interpret architectural drawings and technical documentation.
- Strong communication and interpersonal skills.
- Ability to maintain multiple competing priorities.ย ย
- Sound judgment to determine when to resolve issues independently and when to escalate.
- Ability to work effectively both independently and collaboratively in a team.
- Knowledge of university policies, planning processes, and sustainability principles is an asset.
- Proficiency with Microsoft Office; experience with AutoCAD, SketchUp, Bluebeam, and document management software is an asset.
