Position Summary
 
Jaquith Consulting Group, Inc. (JCG) is seeking an experienced Risk Manager to support the implementation and monitoring of risk management processes across the California High-Speed Rail project.  
Reporting to the Program Risk Director, the Risk Manager plays a key role in coordinating risk activities, maintaining risk registers, and supporting project teams in the application of consistent and effective risk management practices. The role helps ensure that risk-related information is current, accurate, and aligned with program objectives. 
Key Responsibilities 
  • Support the implementation of program-wide risk management strategies as directed by the Program Risk Director 
  • Coordinate and maintain the integrated risk registers across assigned projects, ensuring alignment with the overall program risk profile 
  • Assist project teams in the identification, assessment, and documentation of risks and opportunities 
  • Facilitate and support regular qualitative and quantitative risk assessments, including Quantitative Risk Analysis (QRA) sessions 
  • Maintain risk logs and associated documentation in compliance with the Authority’s Risk Management Plan 
  • Support the preparation of risk inputs for internal and external reporting, including grant applications and stakeholder updates 
  • Provide standardized risk templates, guidance materials, and tools and project teams to ensure consistency in risk documentation 
  • Liaise with project-level risk coordinators to monitor updates and escalate significant risk exposures to the Program Risk Director 
  • Assist in the development and update of the Program Risk and Contingency Management Plan under guidance from the Program Risk Director 
  • Monitor follow-up actions on mitigation plans and ensure accountability from responsible parties 
  • Contribute to the preparation of quarterly risk management reports, providing analysis and summaries as needed 
  • Collaborate with Enterprise Risk Personnel to ensure alignment with broader Authority risk strategies and objectives 
Required Qualifications 
  • Bachelor’s degree in Civil Engineering, Construction Management, Project Controls, or a related field 
  • Minimum of 10 years of relevant experience in risk management within infrastructure or capital projects 
  • Familiarity with qualitative and quantitative risk assessment methods 
  • Strong organizational skills and attention to detail 
Preferred Qualifications 
  • Experience supporting large, complex infrastructure programs or public sector capital projects 
  • Strong interpersonal and communication skills, with the ability to work collaboratively with multiple stakeholders 
  • Proficiency with risk analysis tools and software (e.g., @Risk, Primavera Risk Analysis) 
  • Understanding of contingency management and cost/schedule risk integration principles 
  • Certification in Risk Management or Project Management (e.g., PMI-RMP, PMP) preferred 
Knowledge, Skills & Abilities 
  • Understanding of risk management principles, processes, and lifecycle, including identification, assessment, response, and monitoring, as applied to large infrastructure or capital programs 
  • Proficiency with qualitative and quantitative risk assessment methods, including Quantitative Risk Analysis (QRA) 
  • Strong organizational skills and attention to detail in maintaining current, accurate risk documentation 
  • Clear written and verbal communication sufficient to work collaboratively across teams and multiple stakeholders
