Job Description

The Virginia Department of Transportation (VDOT) Information Technology Division (ITD) is seeking an experienced Senior IT Project Manager to manage and deliver complex technology projects involving multiple teams, workstreams, vendors, and business stakeholders within aggressive delivery schedules.

The Project Manager will work under the Program Manager and have overall responsibility for the successful delivery of assigned projects. The selected candidate will lead project teams through the Commonwealth Standard for Project Management (CSPM) lifecycle, including Pre-Select, Initiation, Planning, Execution & Control, and Closeout.

This is a hands-on project management role requiring strong technical knowledge, stakeholder management, vendor coordination, and experience delivering projects using both Agile and Waterfall methodologies.

Key Responsibilities
  • Manage complex IT projects from initiation through successful implementation and closeout.
  • Serve as a hands-on technical Project Manager working closely with development teams, technical staff, and business stakeholders.
  • Coordinate project resources, work assignments, timelines, dependencies, and deliverables.
  • Communicate project timelines, milestones, expectations, risks, and status to technical and business teams.
  • Partner with ITD management, VDOT stakeholders, vendors, consultants, contractors, and procurement teams.
  • Manage vendor and contract-related activities throughout the project lifecycle.
  • Follow VDOT and VITA project management standards, governance processes, and methodologies.
  • Coordinate with VDOT and VITA Project Management Offices (PMOs).
  • Develop and maintain project plans, schedules, budgets, tasks, risks, issues, dependencies, and status reports.
  • Establish and execute project communication plans and provide regular project status updates.
  • Gather, analyze, document, and validate business and technical requirements.
  • Develop and maintain requirements documentation and use cases.
  • Facilitate requirements-gathering sessions and technical/design workshops.
  • Coordinate solution design and implementation activities.
  • Define test objectives and coordinate the development of test plans and test cases.
  • Manage project milestones, deliverables, dependencies, and critical-path activities.
  • Monitor project performance and ensure delivery is on time and within budget.
  • Define, measure, analyze, and communicate project metrics and progress.
  • Identify, track, mitigate, and escalate project risks and issues.
  • Support system implementation, application rollout, and user training activities.
  • Provide technical and project management guidance to project team members.
  • Create and maintain project documentation using Microsoft Office, SharePoint, and project management tools.
Required Qualifications
  • Active Project Management Professional (PMP) certification issued by PMI OR VITA-certified Project Management certification.
  • No other project management certification will satisfy this requirement.
  • Strong experience managing complex IT projects involving multiple teams and workstreams.
  • Experience with both Agile and Waterfall project management methodologies.
  • Strong knowledge of project management methodologies, processes, tools, and best practices.
  • Experience with Microsoft Project.
  • Strong proficiency with Microsoft Office Suite, including Word, Excel, and PowerPoint.
  • Experience with Microsoft SharePoint.
  • Ability to analyze business and technical requirements and translate them into system specifications.
  • Experience with system analysis, design, development, testing, implementation, and troubleshooting.
  • Knowledge of data modeling and interface management applications/tools.
  • Ability to work effectively with customers, technical teams, business stakeholders, vendors, consultants, and contractors.
  • Excellent verbal and written communication skills.
  • Ability to manage project budgets, schedules, risks, issues, resources, and deliverables.
  • Ability to program and create custom reports using standard IT application tools.
  • Experience working in a structured project governance environment.
