Job Summary

Locations: Noblesville, Muncie, Danville, Franklin, Greenfield 

Performs a full range of supervisory and administrative duties with employees and monitors performance of contractor workers.  Consults and provides advisory direction on a wide-range of property rights topics and issues. 

Essential Functions
  • Supervises and directs staff and contractors negotiation activities with individual landowners, companies and corporations, and federal, state and local governmental agencies.
  • Supervises and directs staff and contractors in the document drafting and language negotiations of easements and fee acquisition agreements with individual landowners, companies and corporations, and federal, state and local governmental agencies.
  • Review all documents related to Company land rights for accuracy and completeness. Recommends, authors, drafts and authorizes changes to legal documents utilized in the acquisition of rights on behalf of company for the installation of CenterPoint's real property assets.
  • Responsible for identifying and submitting legal concerns to Legal for recommendations and subsequently advising staff. Responsible for making business decisions after receiving legal recommendations.
  • Provides supervision, development, coaching and mentoring guidance to division personnel.  Exercises disciplinary actions when necessary.
  • Must have experience and substantial working knowledge in acquisitions through Eminent Domain and Prescriptive Rights.
  • Directs land title research, utilizing both internal and external resources, to determine ownership and other land rights.
  • Manages heavy workload, assigning projects as necessary, maintaining turnaround time goals and responding to customer needs.
  • Fields process, protocol, and land rights inquiries from within the department, service area directors, service consultants, developers, environmentalists, surveyors, engineers, attorneys, governmental agencies and landowners in order to resolve land and easement and fee related issues, advises and recommends next steps, and directs inquiries to appropriate parties as necessary.
  • Works with other department heads and internally to bring about process improvement.
  • Conducts training and tutorial sessions in areas of expertise.
  • Manages development of service consultants and engineers through the development, maintenance and instruction of Right of Way land rights.
Essential Functions Continued
  • Represents Company as liaison with other agencies conducting presentations on CenterPoint Energy easement standards, procedures, and processes.
  • Negotiates both non-monetary and monetary terms and conditions for easements, deeds, access, agreements and licenses between individual landowners, Railroads, and other governmental entities to accommodate the installation and/or maintenance of CenterPoint's facilities on private properties.
  • Analyzes and determines damages done to property and negotiates damage payments with property owners.
  • Represents Company as a liaison with municipalities, governmental and regulatory agencies to ensure compliance with granted rights within CenterPoint Energy's fee and easement properties.
  • Identifies marketing opportunities to purchase real property on behalf of Company.
  • Conduct job fair recruiting activities.
  • Initiates and/or participates on cross functional business unit teams.
  • Coordinates with outside staffing sources, where needed.
  • Advocates safety in all aspects and protects the public concerning the dangers involved with activities in the vicinity of gas and electric Company equipment or lines.
Education Description
  • Requires a Bachelor's degree in Business Administration or a technical discipline related to land surveying, civil engineering, right of way or a related field, from an accredited college or university.
Experience
  • 5 years of relevant work experience required in land-related activities (such as commercial real estate, land rights acquisition and/or land related land management), with an understanding of land transactions, legal documents, metes & bounds descriptions, land titles, abstracts, surveying, and GIS.
