Position Summary
POSITION SUMMARY:
Provide support to Solid Waste fleet maintenance operations; review documentation and prepare analysis of Solid Waste fleet vehicles; produce a variety of research and reports regarding fleet maintenance operations; participate in review of bids and proposals for purchasing maintenance services; and monitor fleet maintenance operations program performance.
This is a safety sensitive position subject to random drug/alcohol testing.

Essential and Supplemental Functions
ESSENTIAL FUNCTIONS: Essential functions may include but are not limited to the functions listed below. Must be able to perform the essential functions of the job with or without a reasonable accommodation.
  1. Provide support to the Solid Waste fleet maintenance operations; coordinate service and maintenance activities for Solid Waste fleet vehicles; review vehicle and equipment specifications; coordinate installation of specialized equipment; review and analyze technology advances; may draft specifications as assigned; and participate in review of bids and proposals.
  2. Coordinate with risk management regarding accidents and total vehicle losses; gather data for report submission; may make recommendations as to preventive measures.
  3. Review documentation and prepare analysis of Solid Waste fleet vehicles; review maintenance system data; analyze cost per mile, miles per gallon, breakdown frequency, return factors, and pre-failure; make recommendations.
  4. Produce a variety of research and reports regarding fleet maintenance operations activities; perform research and analysis, prepare reports based on information gathered and/or trends identified; make recommendations; prepare and maintain records, files and computer-generated reports on fleet maintenance operations, vehicle usage, etc.
  5. Participate in review of bids and proposals for purchasing maintenance services; prepare abstract, financial impact, departmental recommendation of award; coordinate with vendor on information provided in procurement documents.
  6. Drive commercial class vehicles in the public right of way during delivery, pickup and road test.
  7. Prepare and review vehicle and equipment specifications for bid and/or warranty agreements; determine if unit meets described specifications during inspection of construction and/or repair(s).
  8. May participate in production conference, pre-bid hearings and inspections of units as built; prepare pre-award and post-delivery reports; forecast additional costs; etc.
  9. Participate in the implementation of goals and objectives for maintenance division; establish schedules and methods for providing fleet maintenance services; implement policies and procedures.
  10. Monitor fleet maintenance operations program performance; recommend and as instructed implement modifications to systems and procedures.
  11. Establish and maintain operational procedures for vendor relations; respond to various requests and inquiries made internally and externally by departments and vendors.
  12. Identify training requirements for Solid Waste Department employees; establish and conduct training programs specific to fleet operations.
  13. Identify opportunities for improving service delivery methods and procedures within fleet maintenance operations; identify resource needs; review with appropriate management staff; as directed implement improvements; maintain awareness of new developments in fleet maintenance operations.

SUPPLEMENTAL FUNCTIONS:
  1. Attend and participate in professional group meetings, seminars and training programs, stay abreast of new trends and innovations in fleet maintenance.
  2. May coordinate vendor training on equipment or vehicles.
  3. Perform related duties and responsibilities as required.

Minimum Education, Experience And Additional Requirements
Education and experience directly related to the minimum requirements below may be interchangeable on a year for year basis.
Bachelor's degree from an accredited college or university in business administration, public administration, accounting, or finance; and
Five (5) years' experience in fleet maintenance and/or fleet program analysis; and
To include two (2) years of supervisory experience.
ADDITIONAL REQUIREMENTS:
Possession of a valid New Mexico Commercial Driver's License (CDL) Class A or B.
Working Conditions
WORKING CONDITIONS:
Environmental: Office and shop environment; may travel from site to site; may perform outdoor inspections; exposure to computer screens, noise, dust, grease, smoke, fumes, gases, potentially hazardous chemicals and toxic materials.
Physical: Essential and supplemental functions require maintaining physical condition necessary for sitting and walking for prolonged periods of time, standing, bending and stooping; operating motorized equipment and vehicles.
