Job Description:

Parsons is now hiring an experienced Systems Engineering Lead with extensive experience in brownfield resignaling systems in support of rail transit projects in California and Washington. This role provides technical leadership across the full project lifecycle, ensuring the CBTC solution meets operational, safety, performance, quality, and regulatory requirements.

In this role, the candidate will be responsible for supporting rail transit agencies in their implementation of Communications Based Train Control (CBTC) systems on greenfield extensions and/or in a brownfield environment. This role will include collaborating with agency stakeholders and the signaling supplier industry on best practices for CBTC system deployment. The candidate should have experience in designing and/or implementing brownfield signaling systems; with CBTC as the preferred technology. The candidate may be requested to support projects remotely and travel as needed for key meetings with agency staff and Contractors.

Responsibilities :

  • Lead an engineering team in the development of CBTC strategies for greenfield extensions and/or brownfield resignaling

  • Manage CBTC-related activities throughout the project lifecycle, including concept, design, installation, testing, commissioning, and handover.

  • Meet with agency staff to identify operations, maintenance and safety goals and objectives for a new signaling system

  • Develop Contract Documents and requirements for a new signaling system

  • Support procurement of CBTC Contractors through development of procurement strategies and proposal reviews

  • Prepare plans, strategies, and estimates in support of CBTC implementation

  • Lead an engineering team during testing and commissioning; providing design services during construction

  • Manage CBTC scope, schedule, deliverables, risks, and resource requirements.

  • Coordinate with internal teams, subcontractors, vendors, consultants, and client representatives.

  • Identify design and implementation risks and lead mitigation planning.

Essential Skills needed:

  • A strategic thinker with good organizational and time management skills.

  • Excellent research and analytical skills with the ability to perform analysis and adapt in a fast-paced environment.

  • Knowledge of rail industry standards, practices and regulations is desirable.

  • Experience in rail transit signaling and train control systems

  • Ability to read, understand and interpret the logical sequencing of work within project schedules.

  • Experience in preparing and implementing plans, strategies, and assessments to large businesses.

  • Familiar with international and multicultural projects (desirable).

  • Good written and verbal communication skills in English.

  • Able to communicate and engage with key Stakeholders on a regular basis to ensure client needs are met and understood by the project.

  • Experience in facilitating and presenting to large audiences (roadshows, all-hands briefings, lunch and learn speaking events etc.)

Requirements :

  • Bachelor's degree in Electrical Engineering, Electronics Engineering, Systems Engineering, Transportation Engineering, or a related field. Professional registration ( PE) is desirable.

  • 10 or more years experience in rail signaling and/or CBTC systems on metro, light rail, commuter rail, or heavy rail projects.

  • Demonstrated experience leading CBTC design, integration, testing, or delivery activities on complex transportation projects.

  • Strong knowledge of CBTC principles, train control architecture, and signaling system interfaces.

  • Experience with rail system lifecycle processes, verification and validation, and systems integration.

  • Familiarity with relevant rail and safety standards, regulations, and industry practices.

  • Strong leadership, communication, and stakeholder management skills.

  • Experience in project management, change management, maintenance management, asset management, and / or operations management consulting is essential.
