Program Analyst III โ€“ Advanced and Emerging Threats (AET)
Xcelerate Solutions is seeking a Senior program analyst who will support Joint Program Executive Office for CBRN Defense (JPEO-CBRND) Advanced and Emerging Threat (AET) Defense team. In this role, you will support the AETD team in its capacity to ensure capabilities to defend the Joint Forces across Combined Joint All-Domain Operations are developed and fielded to match the rapidly evolving nature of the CBRN threat, by aiding in the acquisition, financial management planning, and PPB&E efforts for emergent materiel solutions.
Work Location: Edgewood, Maryland
Clearance Requirement: Secret
Responsibilities: 
  • Conduct program analysis of supported programs, including the development and tracking of cost, schedule, risk, and technical parameters, metrics, and measures.
  • Create or assist budget analyst with the creation of support agreement forms 7600A, DD1144
  • Create Independent Government Cost Estimates (IGCE) / Lifecycle Cost Estimates and review these documents for accuracy
  • Update the Project Management Resource Tools as directed
  • Create Obligations and Outlay plans and update the plan regularly while monitoring obligations, funds disbursement, and changes in program cots.
  • Run Obligations and Outlay plan variants and sales order variants within the Comprehensive Cost and Requirement System (CCaR)
  • Assist in development of financial documents (e.g., purchase requests)
  • Track monthly contractor invoicing / accruals and related correspondence
  • Support Budget Analysts as needed
  • Serve as lead for receiving, reviewing, preparing, consolidating, and submitting responses to formal taskers
  • Present portfolio-wide perspectives to provide advice and recommendations to government leadership on all aspects of project start-up, management, strategy, and execution
  • Provide technical and analytical support, coordinating and integrating concepts, assessments, requirements, and capabilities
  • Provide evaluation, analysis, and assessment of technical management processes
  • Review and evaluate requirements and preemptively highlight materiel acquisition issues
  • Review and assess technical, cost, and schedule data, identifying any shortfalls and developing potential corrective actions.
  • Participate in PMRs, milestone decision reviews, IPTs, and other recurring meetings
  • Develop, refine, and analyze acquisition, business, contract, and financial strategies, to include POM submissions.
Minimum Requirements: 
  • Required: Bachelors Degree
  • Required: 10+ yearsโ€™ experience in project management, DoD acquisition, or other related subjects of comparable complexity.
  • Required: 5+ yearsโ€™ working knowledge with the DoD acquisition processes and policies as outlined in the DoDI 5000.02 relating to product development, production, and sustainment.
  • Required: 5+ yearsโ€™ experience supporting planning, programming, budgeting, and execution (PPBE) efforts related to DoD acquisition.
  • Desired: Familiarity with DOD tasking systems (e.g., ETMS2)
  • Desired: Familiarity with the JPEO-CBRND organizational structure and roles and responsibilities therein.
