Position: EM/CBRN Risk Management Database Developer/Maintainer

In this role, the database developer/maintainer will assist with the creation and sustainment of the Emergency Management Risk Management database.

Responsibilities:

  • Design, write, and optimize complex SQL queries to extract, transform, and load (ETL) data from relational databases to support business intelligence and reporting initiatives.
  • Design and deploy custom canvas and model-driven Power Apps to streamline internal operations, improve user experiences, and replace legacy manual processes.
  • Architect and maintain automated workflows using Power Automate (cloud flows) to integrate disparate systems, reduce manual overhead, and optimize operation efficiency.
  • Collaborate with cross-functional stakeholders to translate complex business requirements into scalable data pipelines and application architectures.
  • Additional duties and obligations outlined in the EM Support PWS, and assignments delegated by the LAUKOA Contract Task Lead or LAUKOA Supervisor.

Experience and Qualifications:

  • Active secret security clearance
  • 5-10 years experience in database program development, computer science, software engineering or related field.
  • Strong communication skills, with the ability to work effectively with diverse teams and stakeholders.
  • Strong organizational skills with the ability to coordinate and facilitate multi-agency responses with the proven ability to collaborate effectively across diverse teams.
  • Proficiency in producing technical reports, requirement documents, background papers, white papers, and similar Government documents.
  • Proficiency in programming languages such as JavaScript, Linux/Unix, HTML, CSS, C#, C++, Java, Ruby, PHP, Python, and SQL.
  • Ability to transform requirements into design concepts and entity relationship diagrams (ERDs).

Training and Education:

  • Bachelors degree in computer science or software engineering
  • Strong proficiency in SQL, including writing complex joins, subqueries, stored procedures, and performing query performance tuning.
  • Experience building and maintaining custom solutions using Microsoft Power Apps and Power Automate.
  • Strong analytical skills with a demonstrated ability to troubleshoot application errors, database bottlenecks, and broken workflows.
  • Familiarity with data structures, storage systems, cloud infrastructure, front-end frameworks, and other technical tools.

Preferred Design Skills:

  • Experience using Python for data manipulation, automation scripting, or API integrations.
  • Familiarity or building experience with Palantir (Foundry, Workshop, Pipeline Builder, etc.) to manage complex data integration and ontology development.
