The Enterprise Resource Manager (ERP) for CAPPS Human Capital Management (HCM) - (Manager VII) - works under the supervision of the ERP Director. This position is responsible for providing leadership and oversight for our Human Resources and Payroll ERP solution, CAPPS HCM, built on Oracle PeopleSoft.
This role provides oversight of development and delivery plans, processes, tools, goals, and objectives that support CAPPS HCM and Administrative Services, and Information Technology strategic direction. This role works closely with the maintenance and operations vendor for continued system improvement and stability and is responsible for facilitating discussions with HHSC business partners at all levels.
  • This position is open to U.S. Citizens and permanent residents.
  • Selected candidate must be willing to work onsite from an HHS office located in Austin, Texas.

Essential Job Functions (EJFs):
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Oversee daily operations for the CAPPS HCM IT Oversight Team. Provide direct reports with work assignments, prioritization, clear direction, information on responsibilities, and work performance expectations. Make independent decisions that will drive resolution to complex issues while managing financial, compliance, legislative and federal mandated directives along with the direction provided by department and executive leadership. Track legislation that impacts CAPPS HCM and ensures the CAPPS HCM Maintenance and Operations vendor implements changes resulting from new legislation. Monitor CAPPS HCM policy and procedure compliance, as well as provide input for new policies/procedures. Develop techniques to assist with evaluating business and department activities. Maintains CAPPS HCM system road map. (30%)
Serve as Information Custodian for the CAPPS HCM system and respond to or facilitate response for internal or external audit requests. Support system reporting in Service Now, CMDB, and Archer and manage Vulnerability mitigation, update Allocated Controls and System Security Plan, work with Information Owners to complete annual system security review and Risk Management plan. (25%)
Facilitate and obtain approval for CAPPS HCM data requests, assist with determining best source for data to meet the customer's needs. (25%)
Hire, manage, and develop staff through training and effective use of employee development plans. Conduct evaluations to gauge performance. Supervise the work of others; mentorship is a key requirement of this role. Establish goals for the CAPPS HCM department and ensure department and individual goals are met. (10%)
Perform other duties as assigned and required to maintain and support effective and efficient IT operations. (10%)
