I. DESCRIPTION OF SERVICES
Texas Comptroller of Public Accounts requires the services of 2 Systems Analyst 3, hereafter referred to as Candidate(s), who meets the general qualifications of Systems Analyst 3, Applications/Software Development and the specifications outlined in this document for the Texas Comptroller of Public Accounts.
All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Comptroller of Public Accounts and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Comptroller of Public Accounts will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).
BACKGROUND.
CPA's existing vendor contract expires August 31, 2026, with no further renewal options remaining. CPA is seeking to enter into a new contract to continue the Services, as described below, without interruption.
This solicitation supports the following expiring CPA contract(s), identified by the associated CPA Purchase Order (PO) number(s): CPA PO# 304-26-1380, and PO# 304-26-1910.

SCOPE OF SERVICES.
Services Overview. The selected Vendor's Candidate will be part of CPA's Fiscal Management Statewide Fiscal Systems team, supporting the Centralized Accounting and Payroll/Personnel System (CAPPS) Program. The CAPPS Program for this engagement comprises the following components: HR/Payroll (inclusive of Recruit functionality), Financials, STARR, and all ancillary systems. The selected Vendor's Candidate must be adaptable and able to learn and integrate new systems and platforms as needed, such as CGI Advantage.
CAPPS System Defined. CAPPS HR/Payroll is the State of Texas Enterprise Resource Planning (ERP) system, built on Oracle PeopleSoft Human Capital Management (HCM) version 9.2, Image 53. The system includes Human Resources, Payroll, Position Management, Commitment Accounting, Time and Labor, Performance Management, and CAPPS Recruit (TAM/CG).
This role may be assigned to support CAPPS Recruit (TAM/CG and OnBoarding), PeopleSoft Enterprise Performance Management (ePM), or both, depending on business needs. CAPPS Recruit for CAPP Central was previously delivered through Oracle Taleo SaaS application. In July 2026, CAPPS Recruit transitioned from Taleo to PeopleSoft Talent Acquisition Management/Candidate Gateway (TAM/CG). For the purposes of this solicitation, experience with either Recruit system is considered equivalent.
Annual Professional Training Requirement. In addition to other CPA training requirements, the following professional training requirement applies on an annual basis during the CPA Contract Term, including each renewal term, under the CPA Contract resulting from this solicitation:
โ€ข For no compensation from CPA, the selected Vendor's Candidate shall be required to complete a minimum of ten (10) hours of professional training in a relevant area of expertise associated with the Services provided under the CPA Contract.
โ€ข The professional training, as determined by the Vendor and/or the selected Vendor's Candidate, shall be conducted and completed by the selected Vendor's Candidate on personal time. If the professional training is intended to be conducted during the CPA-approved work schedule, the selected Vendor's Candidate must coordinate the associated time off with the CPA Supervising Manager, as applicable.
โ€ข The Vendor and/or the selected Vendor's Candidate shall be fully responsible for all associated costs, including but not limited to tuition, materials, conference fees, and/or travel expenses. CPA will not approve or make payment for any hours associated with the professional training requirement.
โ€ข By July 31st of each CPA Contract Term, the Vendor shall provide the CPA Contract Manager (capps.staff.aug@cpa.texas.gov) with an annual professional training report, documenting the completed professional training hours and courses.
Position Requirements. The CPA Work includes, but is not limited to, the following:
โ€ข Performing highly advanced (senior-level) consultative services and functional assistance work related to supporting the CAPPS Program.
โ€ข Responsible for the Setup and Configuration of TAM/CG or Performance Management, including, but not limited to:
o Talent Acquisition Management/Candidate Gateway (TAM/CG), and Onboarding
ยง Configure and maintain TAM and CG, and OnBoarding Activity Guide functionality, including recruiting statuses, templates, onboarding tasks, onboarding steps, screening levels, resume extraction processes, and candidate application workflows.
ยง Manage internal and external job posting configuration, ensuring compliance with statewide policies.
ยง Configure OnBoarding and Activity Guides, including steps, dependencies, assignments, and completion rules.
ยง Support job opening lifecycle management, including creation, editing, approval routing, cloning, and attachment management.
ยง Ensure consistent and accurate configuration of applicant screening, interview scheduling, offer processing, and downstream onboarding tasks.
ยง Maintain onboarding content such as forms, acknowledgements, checklists, and required new-hire documentation.
o Enterprise Performance Management (ePM)
ยง Configure and maintain Performance Management templates, documents, evaluation steps and tasks, and document types.
ยง Support annual ePM cycle setup, including goal-setting stages, evaluation stages, approval routing, and workflow timelines.
ยง Maintain rating scales, competency models, and document generation settings.
ยง Ensure accurate configuration of evaluation workflows, routing, notifications, and approvals.
ยง Provide functional support for ePM-related documents, including creation, editing, routing, and completion tracking.
โ€ข Responsible for Security and Access Control within TAM/CG or Performance Management, including, but not limited to:
o Talent Acquisition Management/Candidate Gateway (TAM/CG), and OnBoarding
ยง Administer and maintain TAM, CG, and OnBoarding security roles, permission lists, and row-level security.
ยง Ensure appropriate access for new hires, managers, HR administrators and onboarding participants.
ยง Ensure compliance with State policies and security standards related to sensitive HR, new hire and applicant data.
ยง Assist with periodic security audits and access reviews.
o Enterprise Performance Management (ePM)
ยง Maintain security roles related to PM cycle management, evaluation documents, and workflow participation
ยง Ensure proper access to evaluation documents based on role, hierarchy, and agency structure
ยง Support annual reviews of PM-related security and routing logic.
โ€ข Responsible for Candidate Gateway or Performance Management End-User Support, including, but not limited to:
o Talent Acquisition Management/Candidate Gateway (TAM/CG)
ยง Configure and maintain the Candidate Gateway user experience, including self-service features, job search capabilities, communication templates, and navigation paths.
ยง Support enhancements related to branding, accessibility, usability, and mobile responsiveness.
ยง Resolve issues encountered by job applicants and HR staff related to the applicant portal.
o Enterprise Performance Management (ePM)
ยง Support end-users (managers, HR staff) with ePM document issues, routing problems, and evaluation processing.
ยง Troubleshoot ePM-related workflow routing, approval steps, missing documents, and configuration discrepancies.
ยง Assist agencies with launch, monitoring, and closure of annual ePM evaluation cycles.
โ€ข Responsible for Reporting and Analytics for TAM/CG, OnBoarding, and Performance Management, including, but not limited to:
o Talent Acquisition Management/Candidate Gateway (TAM/CG), and OnBoarding
ยง Maintain reporting tools and dashboards related to recruiting metrics, applicant pipeline status, onboarding task completion, overdue onboarding tasks, job posting activity, and time-to-hire analysis.
ยง Develop or enhance functional reports needed by HR leadership, recruiting staff, and operational users.
o Enterprise Performance Management (ePM)
ยง Create and maintain PM reports, including evaluation completion rates, overdue documents, workflow bottlenecks, rating distributions, and compliance reporting.
ยง Provide analytics for ePM trends, competency usage, workforce performance insights, and cycle outcomes.
โ€ข Cross-functional Integration and Ongoing Support
o Support integrations between TAM/CG, OnBoarding, Performance Management, and other modules, including HR Core, Position Management, Workforce Administration, and potentially external job boards or background check vendors.
o Troubleshoot end-to-end recruiting issues that cross module or system boundaries.
Coordinate with technical teams on batch processes, interfaces, and data flow requirements.
o Strong problem-solving and troubleshooting

o Expansions that include additional module implementations or enhancements for agencies
o Cyclic processes such as fiscal year-end, calendar year-end, 1095-C creation and distribution, State of Texas legislative changes, federal mandates, and third-party integrations.
o Performs all duties following CPA's processes, policies, and procedures within project scope and on schedule in accordance with milestones, deliverables, and due dates.
โ€ข Responsible for providing functional support for the CAPPS HR/PY applications, and shall be a point of contact for CAPPS agencies as applicable.
โ€ข Responsible for the CAPPS HR/PY functional design phase, which includes creating and/or reviewing Functional Design Documents (FDDs), performing functional configuration system changes, and other functional activities assigned. Functional configurations include, but are not limited to, PeopleSoft delivered features (e.g., Page and Field Configurator, Drop Zones, Event Mapping, Page Composer, and others).
โ€ข Provides Level 2 Service Desk support, including complex ticket handling, advanced troubleshooting, clear documentation, and basic system configuration, all following established, auditable processes in coordination with a Managed Services vendor responsible for Tier 3 work.
โ€ข Responsible for ensuring that all digital products and content meet WCAG 2.1 accessibility standards. This includes maintaining perceivable, operable, understandable, and robust experiences for all users, regularly reviewing content for compliance, and implementing updates or remediation whenever accessibility issues are identified.
โ€ข Works under minimal supervision, relying on experience and judgment to plan and accomplish goals, independently performing a variety of complicated tasks. Established processes and procedures must be followed.
โ€ข Responsible for overseeing and acting as the first line of support to ensure that only accurate data is produced, security, including multi-tenancy, is enforced, that the system performs efficiently, and that all applicable policies are enforced.
โ€ข Performs all work in accordance with Information Technology Infrastructure Library (ITIL) principles and practices for IT activities such as IT service management (ITSM) and IT asset management (ITAM) that focus on aligning IT services with the needs of the business.
