Capital Expenditure Budgeting Program Manager Jobs

Position Overview We are seeking an experienced Senior Program Manager to provide overall management and oversight of the operational aspects of multiple concurrent federal government projects within a program. This position will lead program-level planning, organization, budgeting, staffing, and execution activities while managing CAP-EX personnel and ensuring successful delivery across the full project lifecycle. The ideal candidate will have extensive experience managing Federal Government planning, programming, budgeting, and execution, with a strong background in construction, facilities, infrastructure, or capital improvement programs. Key Responsibilities Provide overall program management and operational oversight for multiple concurrent federal government projects.
Lead, organize, and manage program activities from initial planning and programming through budgeting, execution, and project completion.
Manage and coordinate CAP-EX staff supporting multiple projects within the program.
Develop and maintain program-level plans, priorities, schedules, budgets, and execution strategies.
Oversee the planning and programming of federal construction and capital improvement projects.
Coordinate budget development, resource allocation, funding requirements, and program execution.
Monitor project and program performance, identifying risks, issues, schedule impacts, and resource requirements.
Ensure projects remain aligned with established program objectives, budgets, schedules, and federal requirements.
Coordinate with government agencies, project managers, engineers, architects, contractors, and other stakeholders.
Provide leadership and direction to multidisciplinary project teams and CAP-EX personnel.
Review project status, financial information, schedules, and performance metrics to support program-level decision-making.
Identify opportunities to improve program efficiency, resource utilization, and project delivery.
Prepare and present program status reports, briefings, recommendations, and other executive-level communications.
Support resolution of complex program, project, budget, schedule, and resource issues.
Ensure appropriate documentation and reporting are maintained throughout the program lifecycle.
Provide senior-level guidance and decision support to government leadership and program stakeholders.
Required Qualifications 15+ years of experience managing all phases of Federal Government planning, programming, budgeting, and execution.
Demonstrated experience managing multiple concurrent projects within a program environment.
Experience managing capital expenditure (CAP-EX) personnel, project teams, or multidisciplinary staff.
Strong understanding of federal government project planning, programming, budgeting, and execution processes.
Experience managing project budgets, schedules, resources, and overall program performance. Bachelor’s degree in: Engineering, Architecture, Construction Management, Business Management, or a related field. One or more of the following: Certified Construction Manager (CCM)
Project Management Professional (PMP)
PMI Construction Professional (PMI-CP)
Professional Engineer (PE)
Registered Architect (RA)
20+ years of project management experience Education Equivalency The bachelor’s degree requirement may be waived for candidates who possess: A Professional Engineer (PE) license;
A Registered Architect (RA) license; or
20+ years of related professional experience. Preferred Qualifications Experience supporting Federal Government, Department of Defense, military, or federal facilities programs.
Experience managing large-scale capital improvement or construction programs.
Knowledge of federal construction programming and budgeting processes.
Experience with federal facility planning, capital investment planning, or military construction programs.
Experience managing multidisciplinary CAP-EX or construction teams.
Strong understanding of project controls, cost management, scheduling, risk management, and program reporting.
Experience presenting program status and recommendations to senior government leadership.
Excellent written, verbal, organizational, and leadership skills. Work Locations: Positions may be available at military installations throughout the National Capital Region, including Washington, D.C., Maryland, and Virginia. Potential locations include NSA Washington, NSA Bethesda, NSA Annapolis, NSF Indian Head, NSF Dahlgren, NAS Patuxent River, Joint Base Andrews, Joint Base Anacostia-Bolling, NSF Thurmont, and MCB Quantico. Specific location will vary based on project needs.
