Job Function:

• Work under the Section Manager, implement engineering goals/objectives/strategies by providing effective team leadership and direction in establishing/maintaining an effective design resource capacity management, project management and outsourcing management service. 
• Plan, organize, schedule and coordinate work and assign tasks providing instruction, as required to ensure that utilization of available Engineering resource is maximized, engineering design is properly coordinated so that deliverables are completed on time and on schedule. 
• Manage the execution of consulting service contracts.
• Develop, obtain approval for and maintain engineering policies, standards, templates and processes.
• Report project status and resource capacity.
• Support and participate in decision making to enhance productivity of the Division.
• Prepare and monitor the budget of Project Engineering.

Job Description:

1. Manage the work of a team of project engineers, resource planners and contract service supporting staff in the delivery of resource capacity management, project management and outsourcing management services to enable Engineering to deliver project design packages according to project schedules and within approved budgets. Organize, plan, schedule, direct and coordinate work, assign tasks and monitor the progress of work to conform to schedules.
2. Evaluate the effectiveness of the section's planning, project coordination and contract management capability through various means (capability assessments, quality control, etc.) and recommend changes to enhance performance. Interview and select candidates for staff positions. Assess the performance of staff and conduct performance appraisal interviews as required. Initiate recommendations on hiring, firing, transfer and promotion of staff. etc.
3. Recruit, develop and maintain staff with the necessary type and quality of skills to deliver required project engineering service levels in the context of E&CS and Hydro One Networks' strategies, plans and objectives.
4. Assume leadership roles in the management and development of skills training programs required to enhance staff capability.
5. Perform day-to-day supervision, work assignment, monitoring and quality assurance of staff supervised. Be responsible for the work of staff assigned to specific projects or sub-projects, assigning and checking their work and giving guidance and direction as necessary, in a working environment which has the philosophy and goals of continuous quality improvement.
6. Lead the development and implementation of business planning processes, project management processes, consulting services contract execution and work flow designs for Project Engineering to enhance efficiency and productivity of Engineering Division.
7. Receive awards for project execution, engineering studies and standard development from internal and external customers and assign project engineers to manage the assigned work. Establish multi discipline teams for complex projects. Work in collaboration with the project manager, review the required work scope and communicate engineering requirements to the design team and to the appropriate staff in other departments.
8. Supervise project engineers to ensure members of the production engineering team understand each one’s roles, accountabilities, knows the communication channels of the assigned project, design is properly coordinated by the production engineering team, a coherent production plan is established, risks are pro-actively identified and appropriately mitigated, project scope changes are managed according to established processes, procurement of services and goods follows company policies. Ensure engineering designs are delivered in accordance with agreed project schedules and within the given budget.
9. Monitor work status of each project under production, provide analysis of progress and issues and provide feedback to the Engineering Managers, project managers and others.
10. Monitor utilization of internal design resources and external consulting services. Evaluate resource supply and demand trends, consulting firm capability and supply situation of the market. Participate in resource planning and forecasting engineering resource requirements. Recommend actions to address production capacity expansion to meet the business plan of the company.
11. Keep abreast of developments in various fields of engineering disciplines, business environment of the energy market in Ontario and applicable regulatory legislations, policies, guide lines.
12. Provide ways and means to improve efficiency and economics of systems. Review technical publications and other literature. Communicate with counterparts in other utilities to exchange views and ideas to improve response time and costs of engineering design.
13. Prepare and monitor short and long term budgets.
14. Conduct special studies and analysis.
15. Contribute in the development and documentation of Engineering & Construction Services engineering processes, systems and practices, including new concepts, working culture (people acceptance), philosophy, operating and maintenance of standards and engineering policy in the dynamically changing field of utility engineering.
