BRIEF POSITION SUMMARY
Performs complex (journeylevel) work in the operation of heavy and light equipment. This position will assist the Land Rehabilitation and Maintenance (LRAM) component of the Integrated Training Area Management (ITAM) program to sustain realistic training land conditions and support the mission requirements for units at the military installation. Incumbent will be responsible for the operations of heavy equipment (e.g., dozer, grader, loader, excavator, roller, hydroseeder, dump trucks, and more) and will load and haul equipment. Work will be conducted for trail maintenance and repair, soil stabilization, vegetation management, training land repair and reconfiguration. Reports to the site engineer for daily supervision and the state ITAM coordinator for overall program execution. Works under general supervision, with limited latitude for the use of initiative and independent judgment.
WORK HOURS: Monday Thursday, 10 hours a day, 40 hours a week
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES
  • Execute daytoday heavy equipment operation tasks to complete LRAM projects. LRAM tasks will entail conducting activities to execute repairs, maintenance, and reconfiguration projects in support of Army training missions.
  • Ensure adherence to all safety standards when operating with, on, or around equipment.
  • Coordinate job activities with environmental branch and maintain environmental regulation compliance.
  • Thin, clear, and/or remove brush and small trees using various equipment.
  • Create trails for vehicle and foot traffic.
  • Haul gravel and aggregate materials. Perform land maintenance and repairs using gravel, aggregate materials, application of riprap, and/or articulated/cable concrete.
  • Create and/or maintain turnouts and diversion ditches along tactical use maneuver and movement trails.
  • Create and maintain water bars.
  • Install low water crossings.
  • Use heavy equipment for soil compaction, site capping, and grading and shaping maneuver area.
  • Create out sloping or in sloping on trails as needed.
  • Perform preventative maintenance inspections, routine servicing, and minor repairs on equipment. Maintain records on all equipment maintenance and repairs.
  • Complete all required forms, including timekeeping, equipment, inventory, project application, and accident forms.
  • Attend work regularly and observes approved work hours in accordance with agency state employee policies & procedures handbook.
  • May be required to perform duty in support of national emergencies, disasters, missions, and other requests to include holidays, evenings, and weekends.
  • Perform related work as assigned.

MINIMUM QUALIFICATIONS
EDUCATION:
  • Graduation from a standard senior high school or equivalent is required.

EXPERIENCE:
  • 2 years of experience in the operation and maintenance of heavy and light equipment is required.
  • Experience in using Microsoft applications to include Microsoft Word, Excel and Outlook is required.

REFERRED EXPERIENCE:
  • Experience with land rehabilitation, horizontal construction techniques, and erosion control practices is preferred.
  • Experience working on military installations or in a military environment is preferred.

REGISTRATION, CERTIFICATION OR LICENSURE:
  • A valid driver's license is required. The ability to obtain a Texas Driver's License will be required within the first 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct agency business.

OTHER REQUIREMENTS:
  • The selected candidate must pass federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. Completed forms are submitted to the OPM for background investigations.
  • The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in EVerify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I9 to confirm work authorization.
  • Upon hire with the State of Texas, males between the ages of 18 through 25 must provide proof of registration or exemption with the Selective Service. For further information, visit the Selective Service website at https://www.sss.gov/register/.
  • Position requires eligibility for Common Access Card (CAC) in order to gain daily/frequent access to both state and federal military installations.

PHYSICAL/WORKING CONDITIONS
Ability to stoop, bend, crawl, lift, climb, kneel, stand, walk, sit, carry, push, pull, balance, reach, crouch, with good color vision and depth perception. Frequently lifts, carries, and sets up equipment and materials that weigh up to 40 pounds. If needed to be available to assist in on call duties for afterhours, weekend and holidays facilities emergency. Works inside and outside in areas that are usually dusty, dirty, or greasy, and often works in inclement weather conditions. Requires approximately 10% travel.
