Job Description:
Resident Engineer - Transportation Infrastructure - Southern California
Opportunity:
Parsons is seeking a highly experienced Resident Engineer to lead and direct major projects in transportation design bid build, progressive design, design - build and CMGC projects for road & highway, servicing the Southern California region for Caltrans projects, and other primary clients in the region. This role involves extensive interface with Caltrans, OCTA, RCTC, LA Metro, and other state and local city agencies, and a strong demonstrated working relationship history with respective clients.

  • We are actively looking for a Strong Resident Engineer to help manage road/highway design-build, bid-build, progressive designs and CMGC projects for our regional clients, which include delivery of planning, preliminary and final design, development and construction, Traffic analysis/studies, environmental impact assessments, asset management, construction execution or oversight, conceptual modeling, and Intelligent Transportation Systems. Responsibilities:
  • Provides direction to staff to ensure complete, accurate and timely contract records, pertaining to construction progress, job expenditures, budget programs, and work order balances, are maintained in accordance with the State and Federal regulations and laws.
  • Confers with contractors regarding compliance with plans and quality of work and construction activity.
  • Responsible for field inspections and material testing of contractor's work to determine compliance with plans, specifications, special provisions, utility agreements, etc.
  • Prepares reports, as well as reviews and incorporates the daily inspection reports from Field Inspectors, in documenting the Contractor's activities.
  • Maintains accurate and complete project records and ensures compliance with departmental policies and procedures.
  • Calculates and documents field quantities for payment purposes.
  • Documents as-built condition of constructed facility.
  • Monitors contractors project schedule and budget.
  • Prepares contract change orders for making alterations, deviations, additions to or deletions from the plans and specifications to ensure proper completion or construction of the contract.
  • Formulates, researches, and develops solutions for field conditions that necessitate a contract change order. This may include involvement with any necessary engineering re-design work.
  • Identifies the need for and prepares contract related documents for submission to the contractor.
  • Reviews CPM schedules. Identifies and mitigates project risks.
  • Completes a project daily diary of pertinent activities and discussions held regarding the progress of the contractor's work and interaction with the Senior Construction Manager
  • Leads or assists in the resolution and response to contractor disputes in a timely manner as provided by the contract.
  • Elevates to the Senior Agency staff all disputes not resolved by the Resident Engineer if appropriate.
  • Prepares draft claim reports for Agency Contract Management when required.
  • Manages interdisciplinary teams of professionals. Mobilizes company resources, through liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality work.
  • Ability to integrate competing and/or conflicting elements into the planning and execution processes so that project requirements flow smoothly.
  • Acts as the Company representative with the client and selected subcontractors during the pre-construction and construction phase of a project. Negotiates changes to the scope of work with the client and key subcontractors. Assists with marketing to secure additional work with the client.
  • May participate in negotiations with regulatory agencies and in public meetings in support of clients.
  • Oversees establishment of Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required.
  • Establishes the program requirements for all areas of the project and monitors the draft and final deliverables for adherence to these criteria.
  • Works with other managers, project engineers, inspectors and discipline leads to develop budgets, schedules, and plans for the various elements of a project. Ensures that the project meets or exceeds goals established in these plans.
  • Works with the key project individual to devise and execute action plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work.
  • Promotes technical and commercial excellence on the project through the application of the Quality Plan.
  • Works with company's operations, business development, and proposal services teams to develop strategies to win projects, develop statements of qualification and proposals, including fee estimates.

Qualifications:
  • Holds a bachelor's degree in project management or civil engineering
  • Is a registered civil engineer in California
  • Has demonstrated experience with project management of large-scale design projects, build-project experience is desirable
  • Has experience on Caltrans projects
  • Has 10+ years of related engineering management experience on Road/Highway and related infrastructure programs
  • The successful candidate must operate as a "seller/doer" and have the ability to manage projects, interface with clients, identify new work and enjoy being hands-on technically in the project

Salary Range: $176,900.00 - $332,400.00
