The E911 CAD Administrator also acts as a liaison between customers and other agencies to implement program changes, updates, corrections, and addresses other system issues, as identified.

The ideal candidate will have in-depth knowledge of CAD systems, strong technical support skills, and a passion for improving workflows and optimizing dispatch processes. Essential Functions and Responsibilities Maintains superior overall performance of the CAD system. Manages, installs, configures, and maintains CAD software (Alert Public Safety Solutions, Alpine Software, Archonix Systems, Central Square- Enterprise CAD (TriTech), Central Square- FDM CAD (FDM Software), Central Square- INTERCad (Emergitech), Central Square- Professional CAD (Zuercher), Central Square- Response CAD (Public Safety Systems Inc), EMERES Inc- DispatchNow, Hitech Systems, Huber & Associates (Enterpol), or like systems.

Performs routine hardware operating system and software maintenance including database management and maintenance including coordinating service with vendors/suppliers, as needed Ensures all users have access to the necessary tools, updates, and licenses. Troubleshoots hardware, software, and file-related problems to isolate the source(s) of problems. Provides ongoing technical support to design teams, resolving issues related to CAD software, system performance, and data management.

Conducts training sessions and develops documentation for new and existing users on best practices, new features, and CAD-related tools, which includes offering continuous support for design teams to enhance their proficiency and efficiency. Creates, manages, and enforces CAD standards, including file naming conventions, layer management, templates, and other system protocols. Ensures uniformity and consistency in all design outputs.

Oversees the storage, retrieval, and organization of CAD files, while ensuring proper data backup and disaster recovery procedures are in place to protect critical design files. Serves as point of contact and facilitates smooth communication between departments while working with cross-functional teams, including field responders, GIS, Communications, and other agencies to ensure CAD systems are integrated with other software solutions. Monitors CAD system performance and implement improvements to streamline workflows and optimize system configurations to improve efficiency and reduce downtime.

Manages software licensing, renewals, and subscriptions. Maintains and updates user manuals, guidelines, and CAD-related documentation. Coordinates the review of error reports and follow up on backlogs and provides reports on system usage, issue resolution, and performance metrics as required.

Responds to calls for service (system problems/outages) during both on-duty and off-duty hours. Attends user agency group meetings as needed or assigned. Attends vendor-sponsored and regional user group training; in addition to staying in contact with CAD software vendors for support, updates, and new features.

Receives and evaluates system modification recommendations generated by users to aid in performance of their duties. Researches and produces off-line CAD reports requested by user agencies for statistical analysis. Meets regularly with the Communications Division Chief and the IT/GIS Director to provide status reports on CAD systems.

Performs emergency services related duties as required. The employer may add to or change duties at any time and as determined by the County and its leaders to best ensure that the public is served through the work of the Department. Minimum Qualifications Bachelor's degree from an accredited college, university, or technical school in computer science, information systems management, engineering, architecture, or related field; AND Three (3) years of experience in a CAD administration role or a similar technical support position; AND Experience with CAD software, and similar tools is required.

Prior experience with Central Square-Enterprise preferred. Must successfully pass a fingerprint background check through the Bay County Sheriff's Office in compliance with CJIS Security Policy 5.7, section 5.12.1. A comparable amount of training and/or experience may be substituted for the minimum qualifications

Licenses and/or Certifications Possession of or ability to obtain and maintain a valid Florida driver license upon offer of employment with a driving record acceptable to the County Driving Policy and insurance program. Knowledge, Abilities and Skills Knowledge of CAD systems, software configuration, and network administration. Knowledge of analog/digital electronics, computers, pneumatics, fiber optics, and radio telemetry equipment utilized in instrumentation and control system.

Knowledge and experience managing file structures, version control, and data backup procedures. Knowledge and experience with project management software and tools for collaboration. Knowledge for reading and interpreting instrumentation and control system equipment schematics.

Knowledge and experience with CAD related products, MS SQL, current windows Server Operating Systems. Knowledge of project management software and tools for collaboration. Knowledge of network administration and server management related to CAD software deployment Knowledge of project management and organizational skills.

Proficient in MS Word, Excel, and Outlook. Skilled in effectively directing a staff comprised of professionals; and management responsibility for carrying out emergency preparedness exercises, disaster planning, disaster response and recovery operations, and enforcing compliance with established public safety policies and procedures. Skilled in the use of GIS software, particularly ArcGIS.

Strong capability of spatial analysis and cartographic skills. Ability to troubleshoot skills related to CAD software and hardware. Ability to manage file structures, version control, and data backup procedures.

Ability to present ideas effectively and have excellent oral and written communication skills. Ability to work and maintain reliable full-time attendance. Ability to comprehend, speak, and read the English language.

Ability to have and maintain good interpersonal and communication skills to deal with the public. Ability to effectively understand and use Allen Bradley RS Logic and Wonderware software programs. Ability to establish and maintain effective working relationships with fellow employees, division and department heads, public/private sector contacts, and County administration.

Ability to function well in a team environment. Ability to organize work, establish priorities, meet deadlines, and follow up on assignments with a minimum of direction. Ability to utilize personal computers, standard office equipment and standard software applications such as word processors, database software, spreadsheet applications.

Ability to operate a variety of devices such as scanners, printers, and large format plotters. Ability to work with minimum supervision. Ability to cross check information from several sources.

Ability to read maps and follow instructions. Ability to prepare financial records, budgets, reports, and forms. Ability to plan for, recommend and implement new telephone equipment and services.

Ability to write technical reports, business correspondence, concise monthly reports and procedure manuals. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to stay up to date with new trends and innovations in CAD technology.

Ability to effectively present information to top management, public groups, and boards. Ability to work independently and productively without supervision. Ability to exercise considerable initiative and judgment in carrying out position responsibilities and duties and to keep abreast of changes in regulations, laws and procedures relating to work responsibilities.

Physical Requirements/Environmental Conditions Work is primarily performed in an indoor, climate-controlled environment and is nearly absent from disagreeable elements (e.g., irate customer, extreme noise, heat, odors, heights and/or dust). This is primarily office work requiring limited physical effort. This position requires stooping, crouching, walking, pulling, lifting, grasping, hearing, visual acuity (i.e

seeing up close, seeing far away, depth perception), kneeling, reaching, pushing, talking, standing, climbing, finger movement, repetitive motions. Frequent lifting of 10 to 15 pounds; occasional lifting of up to 25 pounds, and may require lifting up to 50 lbs. Work Location Not Eligible for Remote Work -This position is assigned to a county worksite.
