Job Summary
The Benefits Analyst plays a vital role in supporting the administration and analysis of employee and retiree benefit programs, leave administration, retirement reporting, and wellness initiatives. This position serves as an analytical and operational resource for benefits-related systems, compliance, reporting, reconciliations, and employee support while ensuring accurate and efficient benefits operations across the District.

Duties and Responsibilities
  • Analyze and administer employee and retiree benefit programs including medical, dental, vision, life insurance, disability, flexible spending accounts, voluntary benefits, and COBRA
  • Support leave administration processes including FMLA, ADA, short-term disability, military leave, and other approved leaves of absence
  • Analyze and reconcile monthly retiree insurance billing, payroll deductions, carrier invoices, and District contributions
  • Maintain and analyze benefit enrollment records, census data, audit reports, and supporting documentation
  • Monitor and maintain retirement reporting and payroll records for employees, retirees, substitutes, non-members, and extra-duty assignments
  • Prepare, audit, and analyze monthly retirement files, reports, and statements of account to ensure compliance and accuracy
  • Research and resolve discrepancies related to benefits, payroll, retirement reporting, billing, and audit findings
  • Apply reporting logic, overrides, and classifications to ensure accurate retirement system reporting
  • Review and approve qualifying life events and required documentation to ensure timely processing of benefit elections
  • Serve as frontline support for employee and retiree benefit inquiries including enrollment, eligibility changes, claims issues, and interpretation of plan provisions
  • Coordinate with payroll, Human Resources, finance, carriers, brokers, vendors, and retirement systems to support accurate reporting and issue resolution
  • Monitor, audit, and troubleshoot integrations and data feeds between HRIS systems (Skyward), Businessolver, payroll, carriers, and vendors
  • Participate in system testing related to open enrollment, vendor changes, and benefit system enhancements
  • Conduct benefit education sessions including new hire orientation, open enrollment meetings, retiree education, and ongoing employee support
  • Develop and maintain procedures, reports, training materials, and communications related to benefits, retirement, leave administration, and wellness initiatives
  • Support wellness communications, engagement activities, incentive programs, and evaluation metrics
  • Maintain confidentiality of employee and retiree information in accordance with District policies and applicable regulations
  • Perform other related duties as assigned

Qualifications
Education
  • High School diploma or equivalent required
  • Additional coursework or education in Human Resources, Benefits Administration, Payroll, Accounting, Data Analysis, or related field preferred

Experience
  • Three to five (3 5) years of experience in benefits administration, payroll administration, or benefits-related analysis required
  • Experience with HRIS systems and benefits administration platforms preferred, including Businessolver and/or Skyward
  • Experience interpreting benefit regulations, retirement reporting, and leave administration preferred

Skills
  • Strong proficiency in Microsoft Office Suite
  • Strong analytical, reconciliation, and reporting skills
  • Ability to maintain accurate records and audit documentation
  • Excellent organizational and multitasking abilities
  • Effective written and verbal communication skills
  • Ability to manage sensitive and confidential information

Knowledge and Abilities
  • Knowledge of employee benefit programs, retirement systems, and leave administration practices
  • Familiarity with ACA, COBRA, HIPAA, Section 125, and related regulations
  • Ability to analyze data, identify discrepancies, and resolve complex issues independently
  • Ability to adapt to changing priorities and work effectively in a fast-paced environment
  • Ability to communicate effectively and work collaboratively with diverse groups
