Job description

Job Title: Program Manager
Location: Hybrid reporting to Vienna, VA 
Position Type: Multiyear Contract

Description
To manage, influence, and lead the development direction and optimal performance of business unit program initiatives. This role applies strategic thinking to connect program work to enterprise and business unit priorities, supports goal setting by helping draft and align OKRs, KPIs, and short- and long-term objectives, and stays current on emerging technology trends, including AI, to identify opportunities that improve program delivery, decision-making, and business outcomes. Develop, implement, evaluate, and lead users to comply with best practices to ensure timely and effective channel/program delivery and administration. Manage and facilitate implementation and coordination of multiple, large, and highly complex programs that affect and involve business unit activities. Ensure management review of initiatives from concept through planning, analysis, design, testing, implementation, and transition phases. Create, design, and manage program deliverables and solutions on schedule and within scope and budget.
Responsibilities

  • Consult with leadership and business partners to translate strategic priorities into clear program goals, draft and align OKRs, define KPIs, and establish short- and long-term objectives, initiatives, and action plans.
  • Apply strategic thinking to assess program opportunities, evaluate tradeoffs, connect work to business outcomes, and recommend approaches that support department and enterprise priorities.
  • Stay current on emerging technology trends, including AI and automation, and identify practical opportunities to improve program delivery, operational effectiveness, member/team experiences, and decision-making.
  • Review program-related data using performance measurements and indicators to identify areas for improvement and potential risk; develop action plans for each indicator or area identified and lead change management.
  • Analyze overall program effectiveness; identify and address areas of opportunity and make recommendations.
  • Innovatively identify and collaborate with management regarding the current and future needs and trends for programs and channels based on feedback.
  • Identify, scope, document, coordinate, and implement business solution requirements in accordance with program/channel and project goals
  • Perform qualitative and quantitative analysis using analytical techniques, tools, models, simulation, etc.
  • Direct and lead work by developing and coordinating work plans, schedules, milestones, deliverables, and training.
  • Manage program budgets including risk and impact of changes to program plans.
  • Identify and minimize risks or constraints that would impact program deliverables.
  • Identify, communicate, and resolve branch/division/department or cross-organizational areas of concern that may impede or impact other programs/projects/initiatives.
  • Maintain/archive program documentation.
  • Ensure program deliverables are met in accordance with expectations.
  • Prioritize and delegate assignments, including project analysis, requirements definition, and implementation of program modifications and enhancements.
  • Develop action plans for conducting internal analyses and collaborate with business partners to identify root causes for employee development gaps and establish solutions.
  • Manage multiple, large, and highly complex programs.
  • Serve on teams and task groups for programs or initiatives of significant impact within the business unit and/or across the organization.
  • Ensure effective initiative management of programs from inception through implementation.
  • Mentor members of the team within the branch to ensure cooperation and consistent application of policies and procedures.
  • Participate in developing, modifying, and executing department policies, standards, and processes.
    Provide guidance on issues having department and/or organization-wide impact.
  • Work on complex issues requiring in-depth knowledge of organizational objectives and competing priorities.
  • Solve highly technical and complex problems.
  • Perform other duties as assigned.

Qualifications
  • Working knowledge of strategy execution frameworks (OKRs, Balanced Scorecard, Hoshin Planning, or similar methodologies)
  • Working knowledge of Artificial Intelligence (AI), Generative AI, automation technologies, and emerging technology trends
    Experience translating strategic objectives into executable roadmaps, programs, and measurable business outcomes.
  • Significant experience in workflow and program development including development of requirements documents, procedures, and implementation plans.
  • Extensive experience in managing multiple initiatives, and meet changing requirements and priorities to accomplish objectives and goals, independently or in a team environment.
  • Extensive experience in collaborating across organizational boundaries and building partnerships across various functions.
  • Significant experience in leading, training, guiding, and mentoring others.
    Extensive experience in working with leadership and management in diverse and complex operational environments.
  • Expert project management skills to include establishing and leading project teams; managing timelines/deadlines/resources; ensuring successful project implementation.
  • Expert planning, organizational, and problem-solving skills.
  • Expert skill identifying and analyzing business requirements and recommending solutions.
  • Expert innovative thinking skills to solve problems and facilitate the decision-making process.
  • Expert verbal, written, and interpersonal communication skills, including ability to communicate complex terms to all levels of audiences.
  • Expert analytical thinking skills to include summarizing information and clearly identifying key elements, patterns, results, or relationships.
  • Bachelor''s Degree in Business, Management, or the equivalent combination of training, education, and experience.

Desired Qualifications
  • Banking/Financial Institution experience highly preferred
  • Lean Portfolio Management (LPM) certification or experience applying portfolio prioritization and strategic planning practices
  • Project Management Professional (PMP), or the equivalent combination of training, education, and experience.
  • Working knowledge of state and Federal laws; industry regulations, principles, and practices; and company policies that govern the business unit''s products/services.
