Come find meaningful work and bring your skills as a Float Program Manager. The Float Program Manager for the Community Resource Program and Home Youth Services Sheltering departments will be responsible for administering programming aimed at providing a safe, warm place with vital services for the area's homeless population. The person in this position will provide direct supervision of program staff, oversee project operations, and develop program policies for 24/7 shelters. This position will monitor multiple grants allocated to CRP and HYS by community partners.Schedule: Night ShiftMINIMUM QUALIFICATIONS The requirements listed below are representative of the knowledge, skills, and/or abilities required.EDUCATION and/or EXPERIENCETwo or more years of social services experience and a minimum of 1 year of managing or coordinating in a social service field. An equivalent combination of relevant education and experience may be accepted.A preference will be given to those with shelter experience, and experience managing/coordinating programs working with vulnerable or at-risk populations, including people experiencing homelessness or at-risk of homelessness.CERTIFICATES, LICENSES, REGISTRATIONSDriver qualification status required for this position. Driver License, insured vehicle available for use on the job and satisfactory drive record for previous three years required.Candidate must pass Oregon Department of Human Services criminal background check Candidate must pass MWVCAA agency background check.Candidate must pass pre-employment and random drug/alcohol screens.Basic Life Support/First Aid Certification is required within first 30 days of hire.KNOWLEDGE, SKILLS, AND ABILITES Possess intermediate to advanced computer skills. Proficient in Microsoft Word, Excel and Outlook, database software, online tools, and video conference platforms.Ability to read, analyze and articulate technical procedures, legally binding contracts, and governmental regulations.Must possess excellent planning, organization and time management skills.Ability to effectively communicate both orally and in written form.Ability to work evenings, weekends, early morning hours as part of standard shifts.Demonstrates tact, diplomacy and empathy when communicating formally and informally with clients, staff and program partners.Ability to effectively de-escalate heightened interactions.WHAT YOU WILL DO TO SUPPORT THE COMMUNITY This job description is not intended to be all-inclusive. Employee will also perform other reasonably related business duties as assigned by immediate supervisor and other management as required.Manages the day-to-day operations of ARCHES/HYS sheltering services.Provides support to staff when client interactions escalate.Establishes and maintains an active working relationship with law enforcement, neighbors, and city officials.Builds and maintains relationships with volunteers and provides training for a growing volunteer base.Participates in internal and external meetings, trainings, and other compliance events.Applies for shelter and basic needs services funding to expand service opportunities.Adheres to program policies in order to protect staff, client and volunteer safety.Demonstrates evidence of excellence in prioritization tools, Homeless Management Information System (HMIS), and other data-driven protocols.Embraces the mission and best practice philosophies of Trauma Informed Care, Motivational Interviewing, recovery, client-centered services, and Harm Reduction strategies.Completes spend down of all grant allocations, while providing the highest level of client service possible. Provides low barrier client-centered process to services.Maintains full compliance with all federal, state, and grant funding requirements, setting high standards for data quality and compliance performance, remaining in compliance with the regulations of all funding streams.Models full compliance with MWVCAA Safety Policy.Displays commitment to community-based projects and needs that are not covered by current grant structures (i.e., finding ways to solve homelessness beyond grant administration).Displays commitment and cooperation with co-located agency partners.Attends and participates in annual trainings.Consistent on-site attendance and punctuality.Able to respond quickly when situations arise that require a manager to attend on-site.May be assigned other responsibilities that further program goals and objectives.SUPERVISORY RESPONSIBILITIES Directly supervises approximately 5 employees over multiple shifts. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.PHYSICAL AND MENTAL DEMANDS Reasonable accommodations may be made to enable individuals with disabilities to perform the essential duties and responsibilities.Maintains calm dispositions and regulates emotions when clients, staff, or others may become escalated.
