The Division of Administration/Office of Technology Services has a vacancy. This position is located in the Product Delivery Section. Req. 225065
Interested in furthering your career in Business Analysis or Technical Analysis by working in an IT Product Delivery team that works with a broad range of industries? The Office of Technology Services (OTS), Product Delivery Section is looking for energetic team members to add to the Analysis team. The OTS PD Analysis team works with partner agencies and OTS resources to define, refine, and design business/systems requirements and processes; helps Delivery Managers guide projects using both Agile and traditional methodologies; and performs both automated and manual quality assurance testing of software applications in support of IT systems modernization.
The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.
This position is within the Office of Technology Services (OTS), Product Delivery and is responsible for leading, performing, and reporting on quality assurance testing of highly complex applications software as a part of the software development lifecycle.
The Division of Administration is the state government's management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:
  • Overseeing the state's capital construction program
  • Working to provide state and federal grants for community development
  • Development of the state budget
  • Providing technology services
  • Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
  • Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes

Minimum Qualifications
Five years of experience in information technology, project management, business analysis or administrative services; OR
Six years of full-time work experience in any field plus three years of experience in information technology, project management, business analysis or administrative services; OR
An associate's degree in information technology plus three years of experience in information technology, project management, business analysis or administrative services; OR
A bachelor's degree plus three years of experience in information technology, project management, business analysis or administrative services; OR
A bachelor's degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus two years of experience in information technology, project management, business analysis or administrative services; OR
A master's degree plus two years of experience in information technology, project management, business analysis or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
NOTE:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties:
  • Lead and perform quality assurance testing of highly complex application software utilizing varied test methodologies, including but not limited to usability, functionality, exploratory, regression, system, smoke, monkey, and compatibility testing.
  • Collaborate with agency and business/technical analysts to identify, develop, and validate appropriate test data and test cases that ensure expected functionality and features are working within established benchmarks and customer expectations.
  • Mentor and train lower-level Quality Assurance Analysts and Project Analysts to define, perform, and report on quality assurance testing of complex application software.
  • Create and deliver overview and/or detailed reports about defects found during quality assurance testing of highly complex applications software.
  • Document testing practices and procedures in appropriate business and/or technical documents.
  • Perform all other tasks, special projects, analysis, studies, and plans as directed.
