The Business Analyst will work closely with business stakeholders, technology teams, regulatory partners, vendors, and project leadership to analyze business needs, document requirements, support process optimization, and help drive adoption of new solutions. This role requires someone who understands complex utility environments and can bridge the gap between business operations, telecommunications, technology implementation, and change management.
The ideal candidate brings experience supporting utility or telecommunications transformation projects, strong stakeholder engagement skills, knowledge of SD-WAN and network modernization concepts, and the ability to identify cost savings, cost avoidance, and operational improvement opportunities.
Key Responsibilities

  • Partner with business stakeholders to gather, analyze, document, and validate business requirements.
  • Translate business needs into clear functional requirements, process documentation, user stories, and project inputs.
  • Support requirements definition for infrastructure upgrades, network connectivity improvements, telecom optimization, and technology implementation efforts.
  • Analyze complex business and technology challenges and help develop practical, innovative solutions.
  • Maintain clear documentation of business needs, decisions, dependencies, assumptions, risks, and open items.

Industry-Specific Transformation Support
  • Participate in transformation projects within the utility client's service areas, with a focus on operational efficiency and network connectivity improvements.
  • Support modernization initiatives tied to telecommunications, infrastructure investments, customer systems, and technology integration.
  • Help align project activities with utility regulatory requirements, business objectives, and operational needs.
  • Provide business analysis support across projects involving telecom footprint optimization, SD-WAN adoption, and service improvement efforts.

Telecommunications & SD-WAN Support
  • Support initiatives involving software-defined wide area networking principles and related telecom modernization efforts.
  • Help evaluate opportunities to improve network performance, reliability, security, and operational efficiency.
  • Partner with technical teams and vendors to document current-state and future-state connectivity needs.
  • Support analysis of telecom services, network costs, vendor performance, and connectivity improvement opportunities.

Cost Savings & Cost Avoidance
  • Participate in the development of strategies to reduce operational expenses and optimize telecom costs.
  • Analyze current-state costs, billing structures, vendor agreements, usage patterns, and service requirements.
  • Support cost avoidance efforts through improved network management, vendor coordination, and data-driven recommendations.
  • Assist with cost-benefit analysis, savings tracking, reporting, and business case development.

Process Optimization & Change Management
  • Analyze current processes and identify opportunities to improve efficiency, consistency, and stakeholder experience.
  • Support process mapping, gap analysis, future-state workflow design, and operational improvement recommendations.
  • Partner with project teams to support adoption of new processes, tools, and technology changes.
  • Assist with change management activities related to modernization efforts, customer experience improvements, technology integrations, and external partnerships.
  • Help ensure impacted users and stakeholders understand new processes, roles, responsibilities, and expected outcomes.

Stakeholder Communication & Coordination
  • Collaborate with utility leadership, business teams, regulatory stakeholders, technology groups, vendors, and external partners.
  • Facilitate meetings, working sessions, requirement reviews, and stakeholder alignment discussions.
  • Communicate business needs, project impacts, risks, and recommendations clearly to both technical and non-technical audiences.
  • Support project leadership with status updates, analysis, documentation, and decision support.

Tools, Data & Reporting
  • Use Jira to support requirements tracking, user stories, backlog visibility, project coordination, and issue tracking.
  • Analyze data related to telecom services, billing, tariffs, costs, usage, process performance, and project progress.
  • Prepare reports, presentations, process maps, requirement documentation, and stakeholder-facing materials.
  • Support data-driven decision-making through clear analysis and organized documentation.

Day-to-Day Responsibilities

  • Analyze telecom costs, billing rates, tariffs, and cost savings opportunities.
  • Maintain Jira items, user stories, requirements, issues, risks, and project documentation.
  • Support stakeholder communication, meeting facilitation, and project coordination.
  • Assist with change management, adoption planning, and process improvement activities.
  • Prepare analysis, reports, presentations, and recommendations for project and business stakeholders.
