JOB SUMMARY:
This is responsible administrative work of more than average difficulty directing the administrative operations of the building permit application process with the objective of ensuring accurate and efficient assistance is provided to the general public and the business community, in accordance with compliance of established State, County and City codes. The employee isassigned to the administrative functions associated with the intake and issuance of all building permits, the timely and accurate processing of permit and property documents, and customer service, phone and building reception. Work requires the independent application of building permit procedures and regulations. Supervision is received from an administrative superior who reviews work through conferences and review of work in progress.
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES:
  • Under the direction of the Assistant Permit Services Manager, assists other office personnel in the monitoring and tracking of applications through the streamline permitting system to improve agency responsiveness, technical assistance, and support.
  • Assists contractors, developers and the public regarding procedures associated with building permits.
  • Receives and processes various permits applications; reviews for completeness and sufficient documentation and computes appropriate fees.
  • Answers inquires and requests from the general public and business community, through friendly, professional customer service skills, ascertain the needs of the customer and providing appropriate assistance and information.
  • Checks and reviews a variety of data for accuracy, completeness, and conformance to established standards and procedures.
  • Checks to ensure contractors are properly licensed; verifies data with appropriate State agency; helps contractors fill out license applications.
  • Ability to schedule inspections.
  • Performs informational research for inclusion into reports and to ascertain background information on addresses, business entities or other pertinent information.
  • Operates computer, and other office automated equipment.
  • Maintains and files records related to issuance of permits.
  • Types forms, reports, memoranda and letters.
  • Must effectively and positively represent the City in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation.
  • Must establish and maintain effective and professional relationships with work colleagues, supervisors and managers.

EDUCATION/EXPERIENCE:

Required:
High School Diploma or GED equivalent and two (2) years of clerical experience with considerable customer service experience.
Preferred:
Experience providing clerical and customer service in a building permitting environment.
Notary Public Certification

  • Valid Driver's License: With proof of automobile insurance
  • Background Check: Must have an acceptable background record
  • Driving Abstract: Must have an acceptable driving record

Additional education and experience or an equivalent combination of training and experience may be substituted for the above requirements.

EMPLOYMENT OF RELATIVES: The City of Hollywood has an Ordinance which regulates the employment of relatives of City employees. Effective January 28, 2008, a relative may only be hired under the following additional conditions:
  • The relative must have competed in an appropriate examination process as determined by Human Resources and be placed on a civil service eligibility list;
  • The relative must be among the top three ranked candidates available on the certified eligibility list unless expanded by the Civil Service Board;

SUMMARY OF BENEFITS FOR GENERAL EMPLOYEES
  • All regular full time Employees shall accrue paid vacation following their employment anniversary date. Employees who regularly work 40 hours per week shall accrue vacation leave as follows:

  • up to seven (7) completed years80 hours
  • more than seven (7) but less than ten (10) completed years112 hours
  • more than ten (10) but less than fifteen (15) completed years144 hours
  • more than fifteen (15) but less than twenty (20) completed years160 hours
  • twenty (20) completed years and above200 hours

After completion of the first full year of service, vacation time accrued as of September 30th of each year is to be utilized during the following 15 months. Cash payment in lieu of unused vacation shall be made only upon termination of employment or upon approval of the City Manager. Not later than August 1st of each calendar year, an employee may elect to redeem up to a maximum of 40 hours of the unused annual (vacation) leave. Payment for such redemption to be made by or before September 10th following the redemption request.
  • General employees shall accrue eight hours of sick leave for each month worked with no limit on the amount of sick leave that is accumulated. Additionally, each fiscal year an employee shall have the option of converting a maximum of 40 hours of accrued sick leave days to personal leave, provided the employee has a balance of 96 hours after the conversion.

  • Accrued sick leave shall be terminally paid at the following rates in relationship to full years of credited service with the City to a maximum of 1200 hours (e.g., an employee with 20 or more years of service with 1200 (or more) hours of sick leave shall be paid at 80% of 1200 hours, which would be 960 hours):

  • Less than five (5) years 20% sick leave
  • Five (5) to ten (10) years 40% sick leave
  • Ten (10) or more years 70% sick leave
  • Twenty (20) or more years 80% sick leave

  • Upon the accumulation of 300 sick leave hours, all employees have the option of converting the next forty (40) hours of sick leave days to vacation days.

  • Employees may participate in the City's Sick Leave Pool Program upon the completion of one year of employment and with a minimum accumulation of 96 hours of sick and/or vacation leave. This program entitles eligible employees to participate in extended sick leave benefits for cases involving non-work related catastrophic, or long-term illnesses, or injuries.

  • General employees may receive the following holidays:
