Under direct supervision of the Building Inspection Supervisor, the position performs skilled work in all phases of residential and commercial building electrical inspections to ensure compliance with city, state, and other applicable building codes including electrical, mechanical, plumbing, structural, fire, energy, and accessibility.
An employee in this class may work independently at an off-site location or be assigned to related duties in the City's Community Development Department. Inspects commercial and residential buildings during various stages of construction and remodeling to ensure compliance with applicable electrical codes and regulations of the city, state and federal agencies. Suggests corrections for defects and inadequacies and requires corrections to comply with applicable city ordinances and codes. Reviews plans and specifications for residential and commercial buildings and related construction involving installation, repair, replacement, and alteration for compliance with applicable codes and regulations.
Provides assistance to homeowners and the general public on the purpose and intent of the adopted codes. Coordinates inspection activities with other City departments and divisions; confers with architects, contractors, builders and the general public in the field and office. Documents electrical inspections, including violations, and all records including inspection reports and correspondence with affected parties on compliance efforts.
Responds to inquiries from architects, engineers, designers, contractors, and the general public on building codes, inspections, inspection schedules, and compliance. Maintains review, inspection, and permit records and databases and presents oral and written reports as required. Performs inspections of construction sites and buildings being demolished or moved for the compliance of current adopted code.
Researches new building and construction methods, materials, and codes to stay current in the field. Follows safety procedures, utilizes safety equipment, and monitors work environment to ensure safety of employees and other individuals. Performs all work duties and activities in accordance with City policies and procedures.
Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring. Manages and coordinates project review activities involving the interpretation, explanation, and application of building codes for new residential and commercial construction, commercial tenant finishes, remodels and additions.
Interacts with professional engineers, architects, contractors, home owners and staff to discuss and resolve design and construction issues. Ensures project applicants are fully informed of city requirements, processes and deadlines, from time of initial contact to completion of the project. Provides explanations and education on the purpose and intent of the adopted codes and standards.
Responsible for the maintenance, updating and retention of records, data and content managed within the scope of the position. Acquires and utilizes knowledge of City's electronic content management systems and guards against the unauthorized removal, destruction or use of municipal records. Recognizes and respects that City employees forego any personal or proprietary right to the City's records including those that may have been developed, created or compiled during their tenure in employment.
Responds to citizen questions and comments in a courteous and timely manner. The duties listed above are intended only as illustrations of the various types of work that may be performed. KNOWLEDGE, SKILLS AND ABILITIES Knowledge of city and other applicable building and construction codes, including but not limited to, electrical, mechanical, plumbing, structural, heating, fire, energy, accessibility and other applicable codes. Knowledge of major types of building construction, materials and equipment and the stages in construction when possible, defects in building, electrical, plumbing, heating and air conditioning and related installations may most easily be observed and corrected. Knowledge of building materials and standards, current construction practices and methods.
Knowledge of standard practices and procedures for plan, permit, and license application review, evaluation, and approval, including documentation. Standard practices and procedures for field inspection. Traffic laws and rules involved in vehicle operation.
Federal, State and County OSHA regulations and City policies regarding safe work practices. Ability to follow written and oral instructions. Ability to read, interpret, and explain technical building codes, ordinances, plans, blueprints, diagrams, system maps, technical and operational manuals.
Ability to read and interpret meters and testing equipment. Relate plans, diagrams, and blueprints to projects in various stages of construction and completion. Perform basic mathematical calculations in order to calculate quantities, trends, times, distances, measures and weights.
Detect and suggest corrections to inferior or deficient design, workmanship, materials, and other hazards in an on-site inspection. Adhere to site specific safety procedures (ex. hard hat, safety boots, safety vest, etc.)
Ability to operate a motor vehicle. Prepare clear and concise oral and written reports and maintain review, inspection, and enforcement records and findings, documents, correspondence, and related files and records. Ability to operate a personal computer and related software and demonstrate proficiency to prepare inspection reports, documents, databases, e-mail and timesheets.
Ability to work with others to solve problems and establish and maintain effective working relationships with the public and co-workers. Communicate effectively and establish and maintain working relationships with other employees, contractors, developers, homeowners, business owners, architects, engineers, and the public including in difficult and sometimes adversarial circumstances. Ability to work with minimal supervision, to assume responsibility, to prioritize and resolve problems, to work under pressure, to pay close attention to detail, to coordinate tasks to completion and provide quality control for responsiveness and customer satisfaction.
Ability to read and interpret architectural and engineering construction drawings, building codes, regulations, specifications, engineering studies, and technical reports. Experience applying codes and standards including the International Building, Mechanical, Plumbing, Fire, Energy Conservation and Abatement of Dangerous Buildings Codes, the National Electric Code, and Elevator Safety Code. Ability to detect faulty specifications and plans and to determine feasible corrective measures.
Ability to express ideas clearly and concisely, orally and in writing. Minimum Qualifications MINIMUM EDUCATION, TRAINING AND EXPERIENCE Required: Electrical Building Inspector High School Graduate or General Education Degree (GED); or equivalent combinations of education and experience may be considered. Two (2) two years of experience in building construction, plans examining or building inspection.
At least one year of experience as a Building Inspector. State of Colorado Journeyman or Master Electrician or Plumber license required. Possession of four of the following ICC or equivalent certifications at the time of hire, OR current Colorado master electrician or plumber license plus Combo certification in one discipline within one year of hire: Residential Electrical Inspector; Commercial Electrical Inspector Residential Plumbing Inspector Commercial Plumbing Inspector Residential Building Inspector; Commercial Building Inspector; Residential Mechanical Inspector; Commercial Mechanical Inspector; Any combination of experience and training which provides the equivalent scope of knowledge, skills and abilities necessary to perform the work.
This may include a current certification as a master electrician or plumber with the ability to obtain a combo certification in one discipline within one year of employment. Senior Building Inspector In addition to previous requirements: Required: Two (2) two years of experience in building construction, plans examining or building inspection. Three (3) to five (5) years of experience as a Building Inspector.
State of Colorado Journeyman or Master Electrician or Plumber license required. Licenses: Colorado State Masters or Journeyman Electrical License required. Valid State of Colorado Driver's License or equivalent out-of-state Driver's License with the ability to obtain an in-state Driver's License Job Elements/Working Conditions REQUIREMENTS TO PERFORM ESSENTIAL JOB FUNCTIONS Must be able to perform the essential functions of this job, with or without accommodation.
Physical Demands The person in this position must be able to remain in a stationary position 50% of the time; needs to occasionally move about inside the office to access file cabinets, office machinery, etc. Occasionally moves office equipment weighing up to 30 pounds. The person in this position frequently communicates with Council members, staff, vendors, and residents; must be able to exchange accurate information in these situations.
