CODE COMPLIANCE OFFICER - BISBEE CLASSIFIED: Position is subject to the provisions of the Merit System Rules pursuant to Arizona Law. OPENS: Tuesday, August 25, 2026 CLOSES: Tuesday, September 15, 2026, at 5 p.m. ANTICIPATED RATE OF PAY: $20.78 to $22.11 hourly plus a comprehensive benefits package to include membership in the Arizona State Retirement System

PLEASE NOTE: All positions at Cochise County require a pre-employment background screening. NATURE OF WORK: Under general supervision, organizes, prioritizes, investigates, and tries to resolve a large volume of Development Services' violation and complaints; may occasionally investigate or assist with other County nuisance complaints including debris and trash that is deposited in public roadways and private and public lands; performs related work as assigned. TYPICAL DUTIES: (Illustrative Only) Investigates and responds to complaints and suspected violations; conducts inspections of commercial and residential properties on a complaint basis, or as otherwise authorized, for compliance with State and County regulations; issues warnings and notices of violations for infractions of applicable regulations; explains regulations to property owners; maintains records of enforcement activities and inspections; prepares violation pre-hearing memorandums and complaints and presents them at hearings held by the County Hearing Officer; prepares hazard abatement liens and presents them at hearings held by the Board of Supervisors as required; provides safety instruction; educates community groups, private enterprises, and public agencies; investigates or assists with other County nuisance matters as assigned including debris or trash on public or private property and coordinates necessary abatement activities; may perform lead or supervisory functions as assigned. Minimum Qualifications High school diploma or equivalent; three (3) years experience incode compliance, zoning, land use, building, planning, property inspection, regulatory enforcement, or a related field .

Must possess and maintain a valid Arizona Driver's License and the ability to be covered by county insurance.. An equivalent combination of education and/or experience from which comparable knowledge, skills, and abilities have been achieved may be considered. Knowledge, Skills & Abilities Good knowledge of: operational characteristics, services and activities of code compliance; pertinent federal, state and local laws, codes and regulations; investigation, inspection, and enforcement procedures; administrative enforcement procedures, due process, and case preparation; principles and practices of zoning; methods of researching property ownership, parcel information, permits, zoning, and land-use records; anti-littering laws, ordinances and regulations; utilizing computer systems and applications used for case management, property research, report preparation, photo documentation, and records management Good skill in: preparing clear, accurate, and detailed reports, case files, and documentation for administrative and legal proceedings; establishing working relationships with property owners in violation, complainants, neighborhood groups, elected officials and other staff; Investigating violations and developing practical solutions and alternatives in solving violations; maintaining accurate documentation on code violations; preparing detailed and accurate records for use in legal processes; organizing and following through with a process requiring precise deadlines and numerous steps; dealing tactfully and effectively with the public including in difficult, contentious, and potentially highly visible situations; using computer applications, electronic case-management systems, databases, and other technology required for assigned duties

Ability to: establish and maintain effective working relationships with fellow employees, other agencies, and the public; read, interpret, and apply codes, ordinances, regulations, permits, plans, and other technical documents; work independently with appropriate judgment; maintain objectivity, consistency, and impartiality when applying County regulations. prioritize multiple cases, meet deadlines, and follow enforcement matters through resolution; read, write and speak English; effectively communicate verbally and in writing both on an individual basis; follow written and verbal instruction. WORK ENVIRONMENT: Work is primarily performed under general supervision in an office setting with appropriate climate controls and outdoors in a variety of climatic conditions.

Requires driving throughout the county. PHYSICAL DEMANDS: Essential functions of this position require: lifting, manual dexterity, ability to communicate. Medium work: Exerting up to 50 pounds of force occasionally and/or up to 20 pounds of force frequently or constantly to lift, carry, push, pull or otherwise move objects, involves sitting, walking and standing regularly, incumbents may be required to kneel, crouch/squat, crawl, climb, stoop, turn/twist, balance, reach, feel or manipulate with hands.
