About Your Role

CMTS is seeking an experienced Structural Subject Matter Expert (SME) serves as the senior technical advisor for structural engineering matters on large-scale capital programs. This individual will provide leadership and technical oversight related to the evaluation, design review, constructability, inspection, rehabilitation, and construction of structural systems associated with airports, transportation facilities, educational institutions, public infrastructure, and commercial developments.

The ideal candidate possesses extensive experience in structural engineering, construction methodologies, building codes, and forensic evaluation of existing structures. The SME will collaborate with project teams, clients, architects, engineers, contractors, and regulatory agencies to ensure structural integrity, safety, quality, and compliance throughout project delivery


Projects may include airport terminal improvements, airside and landside infrastructure, utility modernization, roadway and transit improvements, tenant improvement projects, vertical construction, facility upgrades, and other public sector capital improvement initiatives.

Education Requirements

  • Bachelor's degree in civil engineering with a Structural Engineering emphasis from an accredited institution.
  • Minimum of 15 years of progressive structural engineering experience.
  • Professional Engineer (PE) license required.
  • Demonstrated experience with large-scale infrastructure, transportation, aviation, vertical construction, or public works projects.
  • Extensive knowledge of:

  • Thorough knowledge of International Building Code (IBC), ASCE standards, ACI, AISC, and applicable industry standards.

  • Ability to review structural calculations, drawings, specifications, submittals, RFIs, and change orders.
  • Experience conducting structural condition assessments and forensic investigations.

  • Serve as the technical authority and primary advisor on all structural engineering matters related to capital improvement, aviation, transportation, educational, and public infrastructure projects.
  • Provide independent technical review of structural calculations, drawings, specifications, engineering reports, and design packages to ensure compliance with applicable codes, standards, and project requirements.
  • Participate in planning, design, procurement, construction, commissioning, and project closeout activities as the owner's structural subject matter expert.
  • Conduct and lead structural design reviews, constructability reviews, value engineering workshops, and risk assessments.
  • Evaluate existing structures and facilities to determine structural integrity, remaining useful life, rehabilitation requirements, and repair alternatives.
  • Perform field investigations and condition assessments of buildings, bridges, parking structures, airfield facilities, retaining walls, foundations, and other structural systems.
  • Review contractor submittals, requests for information (RFIs), design clarifications, change orders, claims, and proposed engineering solutions.

  • Coordinate with architects, engineers, contractors, construction managers, airport authorities, public agencies, and regulatory stakeholders to ensure successful project delivery.
  • Evaluate temporary structures, construction sequencing plans, shoring systems, and means-and-methods proposals for structural adequacy and safety considerations.
  • Monitor construction activities to verify compliance with approved plans, specifications, quality standards, and design intent.
  • Conduct site visits and inspections to assess construction progress, identify deficiencies, and provide recommendations for corrective actions.
  • Prepare technical memoranda, structural assessment reports, presentations, findings, and executive-level recommendations.
