Job Description

Reporting to the Senior Enterprise Solutions Technical Lead, SAP Development, Integration and Quality Assurance, the Senior Systems Integrator Technology Services provides technical leadership, architectural guidance and operational oversight for the City's SAP development ecosystem. The role leads a team responsible for development across SAP ECC, including ESS/MSS, SAP S/4HANA and SAP Integration Suite, and provides technical leadership for the design and development of integrations with SAP cloud solutions such as Ariba and SuccessFactors, as well as other enterprise systems. This work is delivered in alignment with the City's broader technology, application and integration strategies.


As a subject matter expert and strategic advisor, the Senior Systems Integrator supports both the operational stability and continued modernization of the City's SAP landscape. The role evaluates solution options, develops technology roadmaps, interprets emerging technology and vendor trends, and advises senior leaders, business partners and technology stakeholders on the effective use of enterprise application systems. The position ensures that SAP development practices align with clean core principles, SAP's future-ready development direction, corporate architecture and security requirements, and industry best practices.


The Senior Systems Integrator provides leadership across major projects, ongoing enhancements and day-to-day operations, ensuring solutions are secure, scalable, reliable and responsive to evolving business needs. The role oversees work planning, resource allocation, delivery, risk and issue management, quality assurance, and adherence to established standards and governance practices. It also represents the SAP development function in project and operational forums, builds strong relationships across technical and business teams, and works through competing priorities to support effective decision-making and delivery.


As a people leader, the Senior Systems Integrator supervises, mentors and develops a team of SAP professionals, establishing clear expectations, reviewing work and supporting high standards of performance. The role promotes teamwork, knowledge-sharing, continuous learning and innovation while building the team's capability to support the City's current SAP environment and future technology direction.


Major Responsibilities: 


The primary responsibilities of the SENIOR SYSTEMS INTEGRATOR TECHNOLOGY SERVICES (SAP Development Supervisor) position include, but are not limited to:

People Leadership & Team Operations

  • Supervises, motivates and trains assigned staff, ensuring effective teamwork, high-quality work, organizational performance and continuous learning.
  • Oversees day-to-day operations, including scheduling, assigning and reviewing work.
  • Authorizes and coordinates vacation and overtime requests.
  • Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when required.
  • Fosters continuous learning through mentoring, coaching and knowledge-sharing.


Workforce Capability & External Resources

  • Defines SAP competency frameworks to ensure developers maintain skills aligned with evolving SAP technologies such as RAP, ABAP Cloud, BTP, AI and automation.
  • Establishes structured onboarding programs for new SAP team members and consultants to ensure consistent development, configuration and documentation practices.
  • Leads vendor, contractor and partner oversight, ensuring external resources meet City standards, follow clean core principles and deliver high-quality outcomes.


Technical Expertise & Strategic Advisory

  • Provides subject matter expertise on emerging technology trends and Enterprise Application Systems roadmaps, including recommendations on the acquisition, integration and effective use of technology.
  • Assesses and recommends scalable solutions that meet client and business requirements, including determining requirements, conducting research and evaluations, and obtaining approvals and signoffs.
  • Provides technical leadership and advisory services to City divisions, Agencies, Boards and Commissions.
  • Evaluates emerging SAP technologies, including SAP BTP, SAP Build, AI capabilities and automation opportunities, to support digital transformation.


Governance, Security & Compliance

  • Ensures the integrity and security of confidential City data, records and sensitive information in accordance with corporate policy and SAP standards.
  • Defines governance, including code review standards, documentation requirements and quality assurance processes for SAP development and configuration.
  • Defines and governs the SAP extensibility strategy, including in-app, key-user and side-by-side extensibility aligned with clean core and SAP's cloud-first roadmap.
  • Participates in internal and external audits and ensures compliance with City policies and audit requirements.
  • Develops operational metrics, service standards and performance indicators.


Planning & Delivery

  • Plans and develops short- and long-term work packages.
  • Prepares work estimates, project plans, status reports and implementation strategies for sponsors, managers and senior leadership.
  • Plans and coordinates releases, upgrades, deployments and production implementations.
  • Leads IT initiatives through the full Systems Development Life Cycle, including initiation, planning, requirements gathering, design, development, testing, implementation and maintenance.
  • Participates in procurement activities, including business cases, RFPs, RFIs, RFQs and technical evaluations.


Business Enablement & Stakeholder Engagement

  • Develops and maintains professional relationships with division personnel, providing advice on solution options and the effective use of Enterprise Application Systems.
  • Leads initiatives to gather and interpret business needs and identify solutions.
  • Oversees the analysis, validation and documentation of business and system requirements.
  • Conducts workshops to formalize designs and create business processes for transformation initiatives.
  • Defines and manages service-request intake and change-management processes in conjunction with relevant groups, ensuring alignment with governance frameworks and operational standards.


Documentation & Quality Management

  • Implements and manages processes for technical documentation, including functional specifications, technical specifications, quality assurance documentation, code review records and deployment guides.
  • Ensures development practices align with clean core principles, SAP's future-ready direction and industry best practices.


SAP Application Development

  • Leads and participates in the design, development, implementation, enhancement and maintenance of SAP enterprise applications.
  • Oversees the development and lifecycle management of SAP RICEFW objects.
  • Provides technical leadership for S/4HANA development utilizing ABAP Objects, RAP, CDS Views, OData Services, SAP Fiori/UI5 and related SAP technologies.
  • Leads the development of SAP Business Technology Platform solutions, including Build Code, Build Apps, Build Process Automation and Business Application Studio, using side-by-side extensibility patterns that preserve clean core.


Integration, Performance & Production Support

  • Leads integration development using IDoc, CPI/iFlows, OData, APIs and SAP BTP services.
  • Leads performance engineering and optimization across ECC, S/4HANA, BTP and Integration Suite, including workload analysis, tuning and performance testing.
  • Leads the investigation and resolution of complex production issues and application performance problems.
  • Implements CI/CD pipelines for SAP BTP and ABAP Cloud development to streamline deployments and improve reliability.


Key Qualifications:


Your application for the role of SENIOR SYSTEMS INTEGRATOR TECHNOLOGY SERVICES (SAP Development Supervisor) should describe your qualifications as they relate to:

  1. Postsecondary education in Computer Science, Information Technology, Software Engineering, or an equivalent combination of education and experience.
  2. Extensive experience designing, developing, implementing and supporting SAP ECC and SAP S/4HANA solutions in project and operational environments, utilizing ABAP Objects, ABAP 7.4/7.5 syntax, and the codetodata paradigm using CDS Views and AMDP) covering the full RICEFW spectrum.
  3. Considerable experience developing SAP Fiori/UI5 applications using SAP Business Application Studio, including version control and lifecycle management.
  4. Considerable experience with ECC/S4HANA integration, including NetWeaver Gateway (SEGW), Rest/OData APIs, SOAP Web Services, IDocs, Restful ABAP Programming Model (RAP) and working with middleware. Experience working with SAP APIs and integration assets using the SAP API Business Hub is considered an asset.
  5. Experience mentoring, coaching, and upskilling developers in RICEFW development, SAP tools, and modern development environments including Business Application Studio, Eclipse ADT, and GitLab.
  6. Experience developing procedures and processes for project and sustainment, including knowledge of DevOps practices and tools supporting lifecycle management.
  7. Experience creating reports using Embedded Analytics and/or SAP Analytics Cloud.
  8. Experience with SAP Adobe Forms and other enterprise form technologies and SAP Workflow design, configuration, and troubleshooting.
  9. Experience performing and managing the full SDLC for development deliverables, including comprehensive documentation and structured knowledgetransfer activities.
  10. Experience coordinating technology projects and operational initiatives, including developing and tracking work plans, timelines, deliverables, risks, issues and stakeholder actions, is considered an asset.
  11. Strong problemsolving and analytical skills, with demonstrated experience leading delivery teams and engaging diverse technical and business stakeholders.
  12. Ability to provide strategic technology leadership, including evaluating emerging SAP trends, interpreting vendor direction, and developing enterprise technology roadmaps.
