JOB SUMMARY: Under the direction of the Professional Standards Major, the incumbent is responsible for conducting comprehensive background investigations in order to determine the moral character and eligibility of applicants for positions in the Police Department, Fire Rescue and Beach Safety Department and for Executive and Management level applicants for other positions at the request of the City Manager or their designee. Incumbent is also responsible for actively recruiting and identifying quality candidates for Police Department vacancies
Incumbents perform duties in accordance with Florida Statutes and established Departmental policies, procedures, and guidelines. The incumbent must be able to act without close supervision and must be able to exercise independent judgment. Work is reviewed through observation, conferences, and review of written reports for results obtained and adherence to established policies and procedures.
ESSENTIAL JOB FUNCTIONS: BACKGROUND INVESTIGATION Evaluates Public Safety candidates based on Departmental and/or State of Florida Standards. Conducts complete background investigations for both sworn and civilian Public Safety and/or other applicants by obtaining factual information from a variety of personal and record sources to produce a final report of investigation, containing all pertinent facts, of an individual's background and character, in accordance with agency guidelines and instructions. Prepares written reports, forms, and other documents as required.
Complete standardized Departmental forms relating to background investigations. Prepares Background Investigation Summary report outlining the candidates test, interview and background investigation results. Prepares detailed reports pertaining to Departmental business on such forms and in such format as may be required.
Recommends quality candidates for hire to the Chief of Police, Fire Chief, City Manager and/or their designees. Reports orally and in writing, upon matters concerning the Personnel Unit, Police Department, or the City. Makes recommendations for improvements to the background screening process and/or investigative techniques and resources necessary for proper background screening.
Testifies in civil and criminal Court proceedings and gives depositions. Provides support and assistance to other Department Members and City Employees. Must effectively and positively represent the City in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation.
Must establish and maintain effective and professional relationships with work colleagues, supervisors and managers. RECRUITMENT Researches and coordinates with designated personnel to attend job fairs, networking events, and other events to actively recruit potential Police Department applicants. Reviews personal history statement booklets of Police Department applicants to identify best quality candidates for interview.
Communicates with and counsels applicants regarding job requirements and employment process. Schedules and conducts applicant interviews with designated personnel. Schedules applicants for off-site and on-site testing.
Performs related work as required. The Requirements EDUCATION/EXPERIENCE: To perform this job successfully, an individual must be able to perform each essential function satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required.

Required: Five (5) years of law enforcement experience, three (3) years of which would have been in an investigative capacity Must be a US Citizen and pass an extensive background investigation including: polygraph examination. Preferred: Bachelor's Degree from an accredited college or university in Criminal Justice, Public Administration,or closely related field Seven (7) years of law enforcement experience, five (5) years of which would have been in an investigative capacity Additional education and experience or an equivalent combination of training and experience may be substituted for the above requirements KNOWLEDGE, SKILLS, ABILITIES: Knowledge of Federal laws, State statutes, and Local Ordinances.
Knowledge of police report writing techniques. General knowledge of state and federal laws governing the hiring and selection of employees. Ability to observe and accurately recall places, names, descriptive characteristics, pertinent facts and details.
Ability to establish and maintain effective working relationships with professional associations, and private or public agencies. Ability to understand and follow oral and written instructions. Ability to organize and prioritize work assignments.
Ability to communicate effectively with superiors, subordinates, and the general public. Ability to analyze information and materials received. Ability to prepare and present clear and concise reports.
Ability to determine proper courses of action within the established framework of policies and procedures while exercising discretion and maintaining confidentiality. Ability to work effectively under stressful conditions. Skill in the operation of modern office equipment, including personal computer.
Skill in the operation of a motorized City vehicle Ability to develop a working knowledge of Departmental rules, regulations, polices, and procedures and exercise discretion. Ability to learn and adapt to changing technologies and practices. Ability to establish and maintain effective and professional relationships with work colleagues, supervisors, managers and the public.
PHYSICAL DEMANDS: The physical abilities described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to walk, sit, write, hear, speak and may occasionally be required to exert up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. May require fingering: picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.

A passing grade is required on each part of the process. Repeated participation in any examination for which the same test is used is limited to once every 6 months. Your examination results will be sent by email as soon as possible after the grading is completed.
Final passing grades are used to determine a candidate's position on the eligibility list of successful candidates. Departments fill vacancies from this list. The top three names are considered for each vacancy unless otherwise modified.
Those not appointed are returned to the eligibility list for further consideration in accordance with the Civil Service Ordinance. Your name will remain on a register for one year for open competitive examinations and two years for closed competitive except where labor contract conflicts. Your name may be removed from an eligibility list prior to one year according to Hollywood's Civil Service Ordinance or labor contracts.
Your eligibility may be canceled if you refuse a position or if you are not available for work. You are responsible for notifying the Employment Office, in writing, of any change in your address or telephone number.
