Duties
Help
- Under higher graded workers, plans and lays out work from basic blueprints, rough sketches, construction drawings, surveys and work orders
- Performs masonry worker tasks involved in the maintenance, repair, alteration and construction of interior and exterior surfaces and structures
- Performs work in the application and finishing of plaster surface in the construction and repair of interior walls and ceiling and stucco exterior walls
- Repairs and constructs cement and concrete surfaces and structures
- Follows safety practices and procedures that have been established, including safety rules and regulations and maintains a safe and clean work environment
-Use and maintains the basic tools and equipment

• May be required to train and/or guide lower grade employees.

Qualifications
In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.
QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-3600, Structural and Finishing Work Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.
The screen out element for this position is the ability to do the work of a MASONRY WORKER (PLASTERER) without more than normal supervision.
JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Basic knowledge of masonry techniques and procedures involved in laying a variety of brick, block and stone; knowledge of plasterer methods and techniques and comprehensive knowledge of the work methods, sequences, techniques of cement work.
2. Knowledge of regulations, procedures and policies related to records maintenance and documentation.
3. Skill and ability in constructing, installing, repairing and modifying structures.
4. Ability to apply safety and environmental standards and requirements; knowledge of safety regulations, practices, procedures and to use and maintain power tools, hand tools and related equipment.
5. Ability to read and interpret blueprints, diagrams, sketched and technical specifications.
6. Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
PHYSICAL EFFORT: Employees are frequently required to perform heavy lifting up to 90 pounds in carrying bricks, block, stone. and sand. Employees are continually required to stand, walk, climb, and bend while working and must frequently climb ladders and scaffolds. When performing cement and plaster work employees are required to perform heavy lifting up to 100 pounds while carrying cement, mortar, scaffolds, ladders, and other materials. Cement work requires extensive standing. Walking, kneeling and bending.
WORKING CONDITIONS: Works inside shops and outside at job sites. At job sites, they may be exposed to a variety of weather conditions and is subject to danger of falling when working from ladders and scaffolds and subject to cuts. bruises. and contusions. Uses. Protective devices such as hard hats, safety shoes, safety glasses, respirators and gloves. Employees are also exposed to dust and dirt while mixing mortar and while handling various masonry material.
