Position Summary
Plan, direct, manage and oversee activities and operations of the Open Space Division Rio Grande Bosque Program working through the Parks and Recreations Department; to include Rio Grande Bosque restoration projects, recreation amenities, and daily operations and maintenance. Supervise, plan, and coordinate assigned activities with other divisions and outside agencies.

Essential and Supplemental Functions
ESSENTIAL FUNCTIONS: Essential functions may include but are not limited to the functions listed below. Must be able to perform the essential functions of the job with or without a reasonable accommodation.
  1. Utilize information based on the ecology, research and studies of the Rio Grande Bosque or related ecosystems in overall land management practices.
  2. Assume management responsibility for assigned services and activities of the Open Space Division to include planning and coordinating the operation, construction, and maintenance of the Rio Grande Bosque, including parking lots, shade structures, and bathrooms
  3. Recommend and assist in the implementation of goals and objectives; establish schedules and methods for providing user services; implement policies and procedures.
  4. Oversee strategic planning and project implementation for the Rio Grande Bosque, including hazardous fuels reduction, restoration projects, and assigned recreation amenities.
  5. Serve as a liaison for Bosque activities and projects with federal, state, and local partners, including law enforcement and emergency personnel.
  6. Oversee the administration of assigned Bosque related contracts; ensure compliance with contract standards and specifications; facilitate and coordinate contract implementation.
  7. Supervise, train, motivate, coordinate, and evaluate staff; assign work activities, projects, and programs; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems, correct deficiencies, and implement discipline and termination procedures when required.
  8. Participate in the administration of the division's annual budget for the Rio Grande Bosque, including forecasting funds needed for staffing, equipment, materials, and supplies, monitoring and approving expenditures, and implementing adjustments. Prepare cost estimates for the construction, renovation, and repair of Open Space facilities.
  9. Monitor and evaluate the efficiency and effectiveness of general operations and procedures; recommend, within departmental policy, appropriate service and staffing levels; work with staff to maintain supplies, equipment, fleet, and other inventory items.
  10. Negotiate and resolve sensitive and controversial issues; develop and maintain an effective public relations program; respond to citizen inquiries and complaints in a timely and efficient manner; produce and present a variety of reports to officials and the public when needed.
  11. Serve as the liaison for Bosque field management assigned activities with other City departments, divisions and outside agencies.
  12. Serve as staff on a variety of boards, commissions and committees; prepare and present staff reports and other necessary correspondence.
SUPPLEMENTAL FUNCTIONS:
  1. Attend and participate in professional group meetings; stay informed about trends and innovations in the field of ecology, biology or outdoor recreation management.
  2. Respond to and resolve difficult and sensitive citizen inquiries and complaints.
  3. Perform related duties and responsibilities as required.

Minimum Education, Experience And Additional Requirements
Education and experience directly related to the minimum requirements below may be interchangeable on a year for year basis.
Bachelor's degree from an accredited college or university in Natural Resources Management or related field; and
Five (5) years' experience in natural resource management; and
To include two (2) years supervisory experience.
ADDITIONAL REQUIREMENTS:
Possession of a valid New Mexico Driver's License, or the ability to obtain by date of hire.
Possession of a valid City Operator's Permit (COP) within six (6) months from date of hire.
May be required to work weekends/odd days off
Working Conditions
Environmental:
Office and field environment; frequently at outdoor recreational facilities; exposure to computer screens, noise, dust, heat, cold and inclement weather conditions.
Physical:
Essential and supplemental functions may require maintaining physical condition necessary for walking, sitting, standing, bending, kneeling, and climbing; lifting, may include hiking and sometimes hilly or rocky terrain; may require the use of Personal Protective Equipment (PPE), hand tools, and equipment
