POSITION SUMMARY
Blue Sky Innovative Solutions, LLC is seeking a mid-level Business Process Consultant (BPC) to support a federal customer's ServiceNow maintenance and enhancement initiative. The BPC serves as the bridge between mission owners, key stakeholders, and the technical delivery team — translating operational needs into actionable ServiceNow workflows, documented requirements, and approved software specifications. Working in a fast-paced, iterative development environment across multiple classified network domains, the BPC is responsible for requirements elicitation, business process analysis, workflow documentation, and facilitation of Government Change Control Board (CCB) reviews throughout the period of performance. KEY RESPONSIBILITIES Business Process Analysis & Workflow Facilitation
• Facilitate structured workshops with the federal customer's process owners, sponsors, and key stakeholders to define, document, and align current-state business workflows with ServiceNow best practices.
• Conduct as-is / to-be process mapping sessions across ServiceNow modules including ITSM, ITAM, HRSD, and SPM, identifying gaps, redundancies, and automation opportunities.
• Develop and maintain business process workflow diagrams in Visio or equivalent tooling, capturing end-to-end flow from trigger to resolution for all in-scope processes.
• Lead facilitation of ServiceNow Out-of-the-Box (OOTB) form, field, workflow, and process guide reviews, and document accepted deviations or customization rationale.
• Translate stakeholder inputs into structured user stories, acceptance criteria, and functional specifications suitable for direct handoff to the ServiceNow development team. Requirements Engineering & Documentation
• Lead requirements elicitation interviews with Government business owners across operational domains (HR, IT, financial management, asset management) to capture functional and non-functional requirements.
• Produce comprehensive requirements documentation packages including use cases, process narratives, data flow diagrams, and functional decomposition artifacts.
• Collaborate daily with the Senior ServiceNow Architect and integration developers to ensure requirements are understood, technically feasible, and traceable through development, test, and delivery.
• Maintain a living requirements traceability matrix ensuring all approved user stories and documented requirements map to delivered capabilities and test cases.
• Support business requirements analysis for API development efforts enabling data transfer between ServiceNow and external federal customer systems, including HR, logistics, and financial management platforms. Government Review Coordination & Change Control
• Coordinate and facilitate Government reviews of all requirements documentation, obtaining written approval from the Contracting Officer's Representative (COR) and designated customer stakeholders prior to development initiation.
• Manage the Change Control Board (CCB) process — draft, track, and document change requests; prepare impact assessments for review; and ensure all approved changes are reflected in updated baseline documentation.
• Serve as the primary liaison for requirements-related communications between the Government team and the Blue Sky technical delivery team, maintaining transparency on scope, open decisions, and change impacts.
• Produce and deliver meeting minutes for all requirements and CCB sessions within 24 hours of meeting conclusion, capturing decisions, action items, and open issues. SharePoint / Microsoft 365 Process Support
• Elicit and document business requirements for enterprise Knowledge and Records Management workflows within the Microsoft SharePoint/Teams suite across unclassified, Secret, and Top Secret network domains.
• Capture and document user requirements for FOIA request management and response workflows to be implemented within the SharePoint environment.
• Work with the SharePoint/Power BI Developer to define reporting requirements, identify data sources, and validate that delivered Power BI dashboards meet stakeholder reporting needs. Training & Knowledge Transfer Support
• Collaborate with the Testing and Training Coordinator to develop accurate, process-aligned training materials, user guides, and Standard Operating Procedures (SOPs) for every new capability release.
• Support and co-facilitate user workshops and on-site training sessions, providing subject-matter context on business process intent behind delivered workflows.
• Document and maintain business process knowledge transfer files to ensure continuity during transitions and to support the federal customer's knowledge management objectives. Program Management Support
• Contribute requirements-related status and risk inputs to weekly progress reports and monthly Program Management Reviews.
• Identify, document, and escalate requirements-related risks, issues, and dependencies through the project RIDAC (Risks, Issues, Decisions, Actions, Changes) log.
• Support transition-in activities by reviewing incumbent process documentation and facilitating knowledge transfer sessions with outgoing personnel.
• Participate in iterative/agile sprint planning and backlog refinement sessions to ensure the development team maintains a prioritized, acceptance-criteria-rich requirements backlog. REQUIRED QUALIFICATIONS Security Clearance
• Active TS/SCI Clearance.
• Must be able to complete all required DoD security training including Derivative Classification and DoD Mandatory Controlled Unclassified Information (CUI) training prior to access to classified systems. Experience
• Minimum 3 years of direct experience in business process analysis, business process consulting, or requirements engineering — with at least 2 years supporting federal clients.
• Demonstrated experience facilitating requirements workshops, stakeholder interviews, or similar sessions with government or enterprise customers.
• Hands-on experience producing formal requirements and workflow documentation artifacts such as use cases, user stories, process maps, data flow diagrams, swim-lane diagrams, or functional specifications.
• Practical familiarity with ServiceNow at the functional/business level — ability to understand ITSM, ITAM, HRSD, or SPM workflows, distinguish OOTB capabilities from customizations, and engage productively with technical architects on feasibility.
• Experience operating within or supporting an iterative/agile software development lifecycle (Scrum, SAFe, or equivalent), including sprint planning and backlog management participation.
• Experience facilitating Change Control Boards (CCB) or formal change management processes in a government acquisition or program management context. Education
• Bachelor's degree in Business Administration, Information Systems, Systems Engineering, Organizational Management, or a closely related discipline.
• An additional 2 years of directly relevant experience may be substituted in lieu of a degree. Technical Skills
• Proficiency in Microsoft Visio or equivalent diagramming tools for producing process flow and workflow documentation.
• Working proficiency with Microsoft Office 365 suite (SharePoint, Teams, Word, Excel, PowerPoint); ability to navigate SharePoint as an advanced end user.
• Ability to write clear, concise, well-structured requirements documentation in compliance with government documentation standards. PREFERRED QUALIFICATIONS
• Certified Business Analysis Professional (CBAP) or PMI Professional in Business Analysis (PMI-PBA) certification.
• ServiceNow Certified System Administrator (CSA) or ServiceNow Certified Application Developer (CAD) certification, or equivalent platform-level training.
• Lean Six Sigma (Green Belt or higher), ITIL Foundation, or equivalent process improvement certification.
• Master's degree in a relevant discipline. WORK ENVIRONMENT & CONDITIONS
• On-site work required at a Government-authorized classified facility within the National Capital Region, Chantilly, VA. No fully remote option.
• Standard work schedule: Monday–Friday, 0800–1700 Eastern; schedule may change with prior Government approval.
• Must be able to work comfortably in a classified environment, including secure conference rooms and classified computing environments at the TS/SCI level.
• Must adhere to all applicable DoD security requirements, acceptable use policies, and customer physical and information security protocols throughout the period of performance.
