OTI Instructor

Oregon Training Institute (OTI) | Community Action Partnership of Oregon (CAPO)

Full-Time | Salaried, Exempt

Starting Salary: $65,000/year, depending on experience

Anticipated Start Date: September 1st, 2026; Subject to candidate availability

Help Build Oregon's Weatherization Workforce

The Oregon Training Institute (OTI), a program of Community Action Partnership of Oregon (CAPO), is seeking an experienced and passionate OTI Instructor to help train the next generation of weatherization and energy-efficiency professionals.

This position combines hands-on technical instruction with curriculum development, program support, and statewide collaboration. If you enjoy teaching others, sharing your industry expertise, and contributing to Oregon's clean energy workforce, we'd love to hear from you.

What you'll do:

As an OTI Instructor, you'll deliver engaging classroom, virtual, and field-based instruction focused on residential energy efficiency, weatherization, and diagnostic HVAC technologies. Working closely with the Training Manager and Lead Instructor, you'll help ensure training programs remain current, effective, and aligned with industry standards.

Primary responsibilities include:

Training Program Delivery

  • Deliver classroom, virtual, and hands-on field instruction for Weatherization and Energy-Related programs.
  • Facilitate training in partnership with the Oregon Energy Coordinators and Affiliates (OECA) Training & Technical Assistance (T&TA) committee, utilizing a variety of instructional methods.
  • Utilize a variety of instructional methods including demonstrations, simulations, lectures, and practical exercises.
  • Assist with developing and improving curriculum, instructional materials, and course delivery methods.
  • Support participant learning while maintaining compliance with applicable industry standards and certification requirements relevant to the energy-efficiency sector.

Program Maintenance

  • Maintain instructional materials, laboratory equipment, testing procedures, and training resources.
  • Support inventory and asset tracking systems related to training operations.
  • Assist with conference planning, training logistics, and statewide program activities
  • Coordinate training locations, instructors, equipment, and related logistics as assigned.
  • Participate in continuous improvement efforts, including curriculum reviews, safety updates, and program documentation
  • Collaborate with internal and external stakeholders to contribute to the development, implementation, and interpretation of compliance requirements associated with program funding and operations.

Reporting

  • Prepare reports documenting participant progress, training outcomes, and program deliverables.
  • Maintain accurate training records and reporting documentation, aligned with program requirements and deliverables.
  • Compile and prepare data related to training participation, deliverables, and learning objectives.
  • Ensure reports and documentation are complete, accurate, and submitted within established timelines.

Outreach

  • Represent the Oregon Training Institute (OTI) at statewide and national conferences, trade shows, workshops, and industry events.
  • Deliver presentations and instructional sessions during outreach events as appropriate and in collaboration with OTI Leadership.
  • Assist with outreach materials and participant communications before and after events.
  • Collaborate with community partners, contractors, state agencies, and industry stakeholders to support workforce development initiatives and promote OTI programming.

Required Qualifications:

  • Three (3) years' of combined experience in building trades, weatherization, energy efficiency, and/or energy conservation.
  • Strong understanding of building science, thermodynamics, and energy conservation principals.
  • Experience providing instruction, coaching, demonstrations, or technical trainings for weatherization measures.
  • Experience facilitating classroom, virtual, and/or field-based training.
  • Demonstrated ability to properly use and calibrate diagnostic equipment such as combustion analyzers, blower door, duct blasters, infrared cameras, or computerized energy modeling software.
  • Working knowledge of Oregon building codes.
  • Strong written and verbal communication skills.
  • Ability to work independently and collaboratively.
  • Willingness to travel throughout Oregon and on occasion, nationally.
  • Valid driver's license, current automobile insurance, and an insurable driving record.

Preferred Qualifications:

  • Bi-lingual (Spanish/English preferred).
  • Experience with low-income weatherization programs.
  • Existing relationships with community organizations, state agencies, or industry partners.
  • Knowledge of OSHA and EPA requirements related to hazardous materials (asbestos, lead-based paint, etc.).
  • Experience with diagnostic HVAC technologies.
  • Current Residential Energy Analyst and BPI certifications in good standing.
  • Strong organizational and documentation skills.

Work Environment & Expectations:

This is a fully remote position that requires regular travel to support training delivery and program operations. The primary training location is the Oregon Training Institute (OTI) warehouse in Salem, Oregon, with additional travel throughout Oregon and occasional national travel for trainings, conferences, and industry events.

This position combines remote administrative work with classroom instruction, field-based training, and hands-on demonstrations of weatherization and energy efficiency techniques. The Instructor should be comfortable working in indoor and outdoor training environments and actively demonstrating installation methods, diagnostic testing, and the safe operation of industry tools and equipment. Duties routinely require walking, standing for extended periods, bending, kneeling, crouching, reaching, climbing ladders or stairs as appropriate, lifting and moving training materials and equipment, and performing the physical tasks necessary to effectively demonstrate weatherization practices and techniques.

Why Join CAPO?

The Oregon Training Institute plays a vital role in strengthening Oregon's weatherization workforce, expanding access to high-quality energy efficiency services across the state. As an instructor, you'll have the opportunity to directly impact workforce development while working alongside knowledgeable professionals dedicated to improving communities throughout Oregon.
