Summary of Role
The Senior Proposal System Engineer, Turbine is responsible to prepare technical and commercial proposals generally in response to a client's Request for Proposals. The Proposal System Engineer is a key role within this team and has the overall responsibility to ensure that our turbine technical proposal is complete. This is accomplished by working closely with other specialists on the Proposal team for some items. This role is responsible for overall technical integration of the offer. As well, the Proposal Engineer will lead the technical negotiations with the client in support of the proposal and shall ensure the final "as sold" documentation clearly represents what was agreed to with the client and is properly handed over to the project execution team charged with executing the project.
The ideal candidate is an individual that understands the turbine product and can influence/lead the proposal team members in generating the best overall solution for the client.
Principal Duties:
Primary responsibilities are listed but not limited to the following: The Proposal System Engineer is expected to work closely with the Proposal Manager, Cost Estimator, and Installation Coordinator to ensure all technical aspects of the proposal have been optimized. The individual duties will depend upon the abilities of the successful candidate, but overall oversight/integration of the following items is expected:
The Proposal System Engineer has the overall responsibility for technical proposal inclusive of related supply, logistics, engineering and QA costs, and preparing supporting technical documentation.
  • Establish the supply plan with the support of the Cost Estimator;
  • Preliminary design of turbine components to use for the proposal;
  • Preparation of RFQ packages for various generator or turbine components and site services;
  • Negotiation/clarification with key vendors/subcontractors together with the Cost Estimator;
  • Provide key inputs to the development of the winning strategy for the technical offer, validate that it is the proper strategy as the proposal proceeds and ensure it is followed by the proposal team;
  • Lead and challenge the assigned engineering resources that will perform the turbine design for the proposal;
  • Scheduling and progress tracking of other proposal team members and ensuring the complete technical package is finished on time. This includes the logistic department and field engineering team;
  • Technical risk analysis has been completed and required actions/exceptions have been included within the proposal.

Education and Experience:
  • Bachelor of Science in Mechanical or Electrical Engineering preferred
  • Experience in the fields of hydroelectricity, energy producing equipment, or related design and manufacturing activities;
  • Experience in technical coordination of engineering activities and subcontracting;
  • Good verbal and written communication;
  • Occasional travel may be required
