Job description

In this dynamic role, you will lead the oversight and day-to-day operation of the wholesale billing and settlement function, supporting complex sales transactions between CEI and its Members, and CEI purchases from third-party partners. Responsibilities include managing billing for physical purchases and sales of power and natural gas, electric transmission, natural gas transportation, and financial instruments such as swaps and options. This position plays a key role in ensuring accurate internal and regulatory reporting, making it an important contributor to operational excellence, compliance, and financial integrity. 

A successful candidate for this position priortizes accuracy, problem-solving, and working collaboratively with CEI staff, Member accounting and finance personnel, Member executive management and staff, trading counterparties, Family of Companies staff (Oglethorpe Power Corporation, Georgia System Operations Corporation, Georgia Transmission Corporation), legal staff, and regulatory agencies.


Duties and responsibilities include, but are not limited to, the following.  They are not intended to cover each aspect of the position as the scope and duties of a given position may change or be temporarily altered based on the business needs of CEI The basic requirement of every position is to perform all tasks as assigned by the supervisor.

Essential Duties and Responsibilities:

  • Ensures that monthly wholesale billing is executed at the highest level within due dates and maintains relationships with internal and external billing stakeholders.
  • Reviews all contract documents to ensure understanding of billing details and requirements.
  • Engages with middle office personnel to ensure proper record keeping of all agreements to ensure accurate, timely, and complete inventory of monthly billing requirements.
  • Maintains appropriate documentation for sources of billing information and works with IT department to pursue automation of manual processes. Designs and recommends process efficiencies to improve the quality of work product.
  • Prepares standard and custom reports for internal and Member requirements.
  • Coordinate or provide responses to Member cooperative data requests, or other stakeholder requests as required.
  • Prepares and submits Electronic Quarterly Reporting to the Federal Energy Regulatory Commission and maintains supporting data for the filings.
  • Assists in preparation of CEI Board presentations and other CEI reporting as requested by management.

Knowledge, Skills and Abilities:

  • Experience in electric utility billing, billing systems, data management system, and process improvements.
  • Experience in project management and working with teams with diverse backgrounds and positions.
  • High level understanding of the electric utility industry.
  • Ability to analyze large volumes of data using tools such as Microsoft Excel.
  • Strong written and verbal communications skills.

Education and Work Experience

  • Bachelorโ€™s Degree in Business, Finance, Engineering, or other related field.
  • At least 3 years of experience working in a billing department. 
  • Electric utility industry experience is preferred.
