JOB TITLE: Community Health Program Manager (Greater Los Angeles County Area)

POSITION DESCRIPTION:

The Program Manager will oversee the strategic planning and successful execution of BIENESTAR’s program(s). This position will focus on leading and overseeing the Harm Reduction Services, East LA Drop-In Center services and community outreach. The position focuses on training and educating staff members to create and promote a healthier, more positive environment for Latino LGBTQ+ and underserved community members through a lens of equality and justice.

SUMMARY OF DUTIES/RESPONSIBILITIES:

• Greet and welcome patients, clients, and visitors in a professional, welcoming, and courteous manner making them feel welcome when entering any BIENESTAR facility.

• Develop, define, implement, execute, maintain, and meet and/or overpass program strategies, goals, expectations, and objectives aligning them with organizational goals.

• Oversee, coordinate, and manage multiple organization related projects focusing on program strategy, resource allocation, and stakeholder communication.

• Ensure projects and goals are successfully completed by meeting deadlines, staying within budget, and aligned with the agency’s overall objectives and mission.

• Develop and manage program budgets by following agency’s guidelines and consulting with Chief Operating Officer and Chief Financial Officer.

• Communicate program(s) progress and updates to various stakeholders, including but not limited to the executive team and other relevant parties.

• Oversee and coordinate activities across multiple projects within the program(s) and collaborate with other management and executive team members for the success of the program and organization.

• Oversee, lead, supervise, and manage the team (staff members) to ensure program(s) needs, expectations, and objectives are met and/or overpassed by setting goals, delegating tasks, providing guidance, and ensuring accountability and compliance with company policies.

• Monitor staff member’s performance, professional development, and behavior.

• Understand and ensure compliance of company policies and procedures.

• Ensure that staff members understand and follow company policies and procedures.

• Document corrective measures for misconduct or poor performance by following the organization’s system of progressive disciplinary action in collaboration with the Human Resources Department.

• Responsible for the overall hiring process including but not limited to reviewing resumes, evaluating candidates, and making recommendations for a final decision in collaboration with the Human Resources Department.

• Collaborate and partner with other organizations to create, participate, promote, and represent BIENESTAR’s programs and services.

• Stays up to date and assists in the organization’s policy position statements and is engaged in public policy issues related to the communities served by the organization.

• Manage patient enrollment, communication, schedule appointments, provide referrals across BIENESTAR’s programs and services, obtain necessary authorizations, and patient information to provide and achieve successful treatment goals and care for the patients.

• Expected to be knowledgeable about the organization’s programs, specifically Harm Reduction and community outreach.

• Develop, discover, participate, engage, and attend community events (mandatory evenings and weekends) to promote and build awareness of coverage options, missions, services, and programs across the organization (e.g., outreach, community backpack outreach, agency events, community meeting, etc.).

• Attend and successfully complete all required training agency programs, meetings, and other professional development opportunities.

• Adhere compliance to all federal, state, local, community partners, outside providers, organization, and patient confidentiality privacy regulations (including but not limited to: HIPAA, 42 CFR Part 2, and all other policies and agreements regarding confidentiality, privacy, safety, and security).

• Maintain accurate and up-to-date patient electronic health records and reports to level of requirements mandated in agency policy and complete all documentation in a timely manner.

• Maintain inventory of program supplies and educational materials, while loading/unloading of packages and containers, build-up/break-down, and sort program supplies, as applicable.

• Expected to address the principles of “person-first” language, non-stigmatizing language, and empower the underserved populations & all communities.

• Expected to operate company vehicle(s) safely and efficiently, following all traffic laws and company policies. Valid Driver License, Vehicle Insurance, and Driving Record required.

• Provide training to new or other staff members required.

• Identify and address patient needs and challenges.

• Perform all other program and organization duties as assigned.

EXPERIENCE AND SKILLS:

• Bachelor’s degree in Public Health or Social Services is preferred or a minimum of 3 years of relevant work experience.

• Experience with progressive disciplinary action and conflict resolution skills.

• Proficiency in using electronic health records (EHR) systems and other computer applications.

• Experience and interpersonal skills working with culturally and socially diverse underserved community groups including drug/alcohol, HIV/STI, and hepatitis C impacted and affected individuals and groups.

• Knowledgeable of the substance use community, with primary focus in the Latino community.

• Familiarity with various substance abuse disorders, treatment modalities, methodologies, and recovery processes are preferred.

• Must be able to lift a minimum of 25 pounds.

• Able to work independently and collaboratively with staff and leadership.

• Ability to provide education and information regarding HIV, substance abuse, and mental health services to clients, community members, and other organization members.

• Knowledge and demonstrated experience working with the LGBTQ+ community and familiarity with issues of relevance to the LGBTQ+ community.

• Preferred, Bilingual in English and Spanish with excellent verbal and written communication skills.

• Experience and interpersonal skills working with culturally and socially diverse community groups who are underserved; including and not limited to the LGBTQ+ community.

• Must have a reliable form of transportation as travel to different sites within LA county is required.

HOURS: 40 Hours - Some Weekends & Evenings required.

EXEMPT/NON-EXEMPT: Exempt

SALARY: Starting at $70,000 - $75,000

LOCATION(s): South Los Angeles, East Los Angeles, Panorama City, Pomona, Long Beach, Hollywood.

• Must be willing to travel between BIENESTAR centers and within the county and/or surrounding areas.

• Must be willing to work evening hours and weekends.
