Position Title: Journeyman Communication Strategist and Organizational Change Management (OCM)

Job Summary:

The Business Process Improvement and Management Support Services (BPIMSS) contract supports the U.S. Citizenship and Immigration Services (USCIS) mission to enhance operational efficiency, governance, and data driven decision making across the Immigration Records and Identity Services Directorate (IRIS), Verification Division (VER), and the Field Operations Directorate (FOD). This effort provides executive management consulting, program and project management support, Agile adoption, business process optimization, data analytics, operational readiness, and strategic communications in support of critical immigration and identity verification programs.

Under this contract, the contractor partners closely with USCIS leadership to streamline business operations, improve information technology investments, and ensure alignment between policy, process, and technology initiatives. The work requires deep subject matter expertise in immigration policy, USCIS and DHS systems, and the broader immigration ecosystem, as well as proven experience managing largescale, complex federal programs. Successful performance demands strong executive engagement, disciplined governance, Agile program execution, and measurable outcomes that improve mission performance, transparency, and service delivery.

The Journeyman Communication Strategist and Organizational Change Management (OCM) resource provides strategic communications planning, execution, and change management support to USCIS in support of business process improvement, Agile transformation, technology modernization, and operational readiness initiatives. This role ensures that USCIS stakeholders are informed, engaged, and prepared for change through clear, consistent, and missionaligned communications.

The position applies Prosci, Lean Agile, and SAFe principles to support user adoption, reduce resistance to change, and promote successful implementation of USCIS programs and systems across VER, FOD, and associated DHS stakeholders.

Education and Experience:

  • Education:
    1. Bachelor's degree in Communications, Public Relations or related field.
  • Experience:
    1. Minimum of 7 years of experience developing and executing strategies for federal programs.
  • Certifications:
    1. Prosci Change Management Certification or similar professional certification.

Essential Duties:

  • Strategic Communications
  • Develop and implement strategic communication plans aligned with USCIS, VER, FOD, and DHS priorities.
  • Identify target audiences, key messages, delivery channels, and communication cadence to support program objectives and change initiatives.
  • Draft, edit, and deliver executive level communications, including briefings, talking points, memos, presentations, FAQs, and stakeholder updates.
  • Ensure all communications comply with Plain Language, Section 508 accessibility, and USCIS branding and editorial standards.
  • Organizational Change Management (OCM)
  • Develop and execute OCM strategies that support business process changes, Agile adoption, and technology deployments.
  • Apply Prosci change management methodology to assess change impacts, stakeholder readiness, and adoption risks.
  • Design and implement change readiness, adoption, and reinforcement activities, including messaging, training support, and feedback mechanisms.
  • Support leadership in managing organizational impacts associated with process and system changes.
  • Stakeholder Engagement and Facilitation
  • Facilitate stakeholder engagement sessions, workshops, briefings, and training events to promote awareness and buy in.
  • Coordinate across functional teams to ensure consistent messaging and alignment with program timelines and milestones.
  • Support executive and operational forums by synthesizing complex information into clear, actionable communication products.
  • Training and Adoption Support
    • Support development of training materials, user guides, and communication artifacts to enable end user readiness.
    • Assist in stakeholder communications supporting alpha/beta testing, user acceptance testing (UAT), and phased rollouts.
    • Collect and analyze user feedback through surveys, retrospectives, and listening sessions to inform continuous improvement.
  • Continuous Improvement and Innovation
    • Implement feedback loops to measure communication effectiveness and change adoption, recommending adjustments as needed.
    • Leverage best practices and modern tools (e.g., Adobe Suite, Microsoft tools, Mural, infographics) to develop engaging and effective content.
